Position location : Newington, CT Salary : $103,150 - $145,219/year (new hires start at minimum). Location : Newington, CT; Hybrid work options may be available. Travel may be required. THE ROLE

The Transportation Engineer 3 (Engineering) position in the Facilities Design Unit oversees the Department's Capital Program for the replacement and upgrade of Highway Maintenance Facilities, providing engineering and construction support to deliver facilities for use by the Bureau of Highway Operations. POSITION HIGHLIGHTS

Oversees work of lower level engineers and performs complex design work. Designs foundations and bridges; conducts field inspections for design information. Oversees field inspections of structural condition and prepares sketches, plans, and repair recommendations. Acts as liaison with towns and state as consulting engineer in bridge repair. Oversees research on materials for bridges, highways, and related structures; reviews storm sewer and culvert designs. Prepares computations for storm sewer and culvert designs; attends field reviews of highway projects. Oversees laboratory work on soil samples and prepares geotechnical reports. Oversees analyses and data related to hydraulics, drainage, and flood routing. Represents the department in meetings; coordinates with utilities and stakeholders on project design and implementation. Prepares and reviews agreements, contracts, and payment related processes; acts as consultant to district forces and other agencies. Performs related duties as required. WORKING LEAD LEVEL

Distributes, prioritizes, and reviews unit work; provides staff training and assistance. Conducts performance evaluations; liaises with operating units and other agencies regarding policies and procedures. Prepares reports and correspondence; supports policy development and standards. Performs related duties as required. KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of transportation engineering principles and practices (bridge design, foundations, highway design, drainage, hydraulics, pavement design, traffic, etc.). Knowledge of administrative and financial controls for transportation engineering plans and contracts. Analytical, problem-solving, and technical report development skills; strong interpersonal, oral, and written communication skills. Ability to interpret and apply information systems and technologies; ability to analyze plans and estimates; supervisory ability. MINIMUM QUALIFICATIONS

General Experience : A Bachelor’s degree in engineering and three (3) years of experience in transportation engineering. Special Experience : One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity. Note: For state employees, this experience is interpreted at the level of a Transportation Engineer 2 (Engineering). SUBSTITUTIONS ALLOWED

Professional Engineer (PE) licensure from the State Board consistent with C.G.S.; 20-302 may substitute for a Bachelor's degree. Engineer-In-Training (EIT) licensure; 20-302 may substitute for a Bachelor's degree. Master's degree may substitute for one year of general experience. Current Transportation Engineer 2 (Engineering) incumbents may be promoted to Transportation Engineer 3 (Engineering) with three years of experience, including one year at the Transportation Engineer 2 level. PREFERRED QUALIFICATIONS

Accredited degree or coursework in engineering supporting rail or building design disciplines. EIT and/or PE license. Experience supervising junior engineers and coordinating with design disciplines, consultants, towns, and agencies. Experience with federally funded projects and complex technical reports. Experience with Bluebeam, CTDOT Compass, SharePoint, Project, Office 365, and related engineering tools and modeling software. Experience presenting complex information to diverse audiences; ability to lead and manage tasks and teams. SPECIAL REQUIREMENTS

Possession of a valid Motor Vehicle Operator’s license may be required. Travel may be required. WORKING CONDITIONS
