Overview
Environmental Programs Manager - Continuous role at Port of San Diego. The Environmental Conservation Department seeks an Environmental Programs Manager to lead and manage projects that advance the Port’s mission, strategic goals, and environmental initiatives. This role will oversee a diverse portfolio of programs including implementation of the San Diego Bay Integrated Natural Resources Management Plan, Wetlands Mitigation Bank project, and Chula Vista Natural Resources Management Plan and related development projects. The position will also lead habitat restoration and nature-based solutions efforts, coordinate public meetings, and communicate with the Board of Port Commissioners. Responsibilities
Plan, develop, administer, implement, and oversee the daily functions, operations, and activities of the department’s programs and core services. Participate in the development and implementation of goals, objectives, policies, and priorities for the program; recommend staffing levels and administer policies and procedures. Schedule, assign, supervise, and evaluate the work of contractors, consultants, and professional, technical, and administrative staff. Develop, administer, and oversee program budgets; monitor expenditures; ensure compliance with budgeted funding; manage contracts related to assigned areas of specialty. Manage large-scale Port-wide programs or projects; develop program goals and work plans; implement program policies, procedures, and operating standards; conduct cost-benefit analyses and resource requirement analyses. Convene and participate in local, regional, and statewide task forces and committees; develop partnerships with external agencies and organizations; facilitate meetings. Ensure compliance with Brown Act for Board authorized advisory committees; manage consultant contracts and track progress and invoices. Evaluate program effectiveness and modify as needed; prepare narrative and statistical performance reports. Develop and present technical reports, documents, correspondence, and records; coordinate with Port departments and regulatory agencies; draft Board agenda items; maintain accurate records. Provide consultation and technical assistance to departments, tenants, agencies, and organizations; coordinate with agencies for information sharing and community education; conduct training and meetings to improve cross-departmental coordination. Identify potential funding sources; secure and administer grant funding; track progress and complete grant reporting. Plan and direct field sampling and environmental surveys across programs including aquaculture, blue technology, sustainability, natural resources, stormwater, watersheds, bay water, sediment quality, and habitat restoration; organize field crews and analyze data. Ensure CEQA, Coastal Act, and other environmental compliance for Port and tenant projects; provide environmental conditions of approval and assistance with permitting obligations. Facilitate planning with federal and state regulatory agencies; represent the Port in meetings and forums; stay current with regional/national environmental initiatives. Monitor changes in laws and court decisions affecting environmental programs; participate in trainings and workshops to ensure compliance. Perform related duties as assigned. Qualifications
Knowledge of:
Supervision and staff development; leadership and team dynamics; record keeping practices; public administration and budget management. Applicable federal, state, and local environmental laws and guidelines. Environmental planning, natural resources, stormwater, sustainability, site assessment and remediation, and watershed management principles and practices. Natural resource management, environmental investigations, monitoring, climate change resiliency, habitat restoration, nature-based solutions, and sustainability concepts. Project management methodologies and software; program budgeting and cost control; communication with governmental and community stakeholders; and data analysis methods. Approaches to effectively representing the Port in external meetings and public forums; safety, and customer service principles. English language structure and grammar; use of computer systems and business software relevant to work performed. Ability To:
Plan, organize, oversee, develop, implement, and administer environmental programs; set goals and work standards. Prepare and administer budgets; allocate resources efficiently. Select and supervise staff; provide training and evaluate performance. Understand and apply federal, state, and local laws, rules, and policies relevant to the role. Analyze information, make recommendations, and present results clearly to diverse stakeholders. Gather data, prepare reports, and communicate with internal and external audiences. Coordinate activities with multiple stakeholders; build consensus across groups. Apply problem-solving skills to resolve complex program issues; respond to customer needs and expectations. Present findings to internal and external stakeholders; represent the Port in meetings and public forums. Develop and maintain filing, recordkeeping, and tracking systems; use appropriate safety and professional standards. Work independently with sound judgment and manage time to meet deadlines; use computer systems and software relevant to the work. Demonstrate strong written and verbal communication and foster positive working relationships. Education And Experience
Education
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in biological or marine science, environmental science, natural resources management, business administration, or a related field. Experience
Seven (7) years of increasingly responsible environmental project management or program development experience, including two (2) years in a lead or supervisory capacity. Licenses And Certifications
Certain assignments may require a valid driver’s license and ability to maintain insurability under the District’s vehicle insurance program. Recruitment Information
