Contracts Specialist II - Community and Economic Development. The Community and Economic Development Department (CED) is a dynamic and fast-paced environment with a broad range of economic development services and high priority projects. Department projects range from internal to external customers locally, nationally, and internationally. CED has several divisions: Business and Workforce; Business Development; Community Development; International Relations; Management Services; Marketing and Research; and the Grants, Contracts, and Procurement Division (GCP). The work location is Phoenix City Hall and work hours are Monday through Friday 8am to 5pm with an hour lunch. Position Summary

The Contract Specialist II will be expected to perform high-quality procurement and contracts work related to critical CED activities, including land disposition, workforce development, and business attraction and retention. CED conducts Requests for Proposals (RFPs) and Requests for Information (RFIs) to lease and sell city-owned property in key locations. This position provides support to residents by conducting procurement processes for the Phoenix Business and Workforce Development Board, including formal solicitations for professional services as well as informal processes and small dollar purchases that support the Board's vision for workforce development. These activities are federally funded by, and must be conducted in compliance with, the Workforce Innovation and Opportunity Act (WIOA). The role also supports economic development by facilitating procurement processes for business attraction and retention in Phoenix. The work location is Phoenix City Hall and the position is full-time. Responsibilities Include

Developing, compiling, conducting, and advertising solicitations (Requests for Proposals, Requests for Qualifications, etc.) for professional services and land disposition in compliance with CED\'s procurement policy and procedures, and all applicable City, state, and federal policies. Developing contracts and contract amendments in compliance with CED\'s procurement policy and procedures, and all applicable City, state, and federal policies. Researching, and serving as a department resource for, Workforce Innovation and Opportunity Act (WIOA) requirements for procurement processes and contract documents. Maintaining contract files, including monitoring/maintaining contract insurance compliance, verifying debarment status annually, and entering and updating contract information in the Supplier Relationship Management (SRM) module of SAP, in compliance with all City, state, and federal requirements. Coordinating contract routing and composing legislative files in Legistar. Extracting information from SRM to generate and distribute monthly contract inventory report. Ideal Candidate

Knowledge of local, state, and federal laws and regulations relevant to purchasing and procurement. Excellent written and oral communication skills. A self-starter who values teamwork and collaboration. Ability to manage multiple projects at once and meet deadlines. Salary

Pay Range: $69,492.80 to $113,193.60 annually. Hiring Range: $69,492.80 to $102,668.80 annually. Pay Range Explanation

Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation. Bachelor\'s degree in public or business administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. Experience in government (federal, state, or local) or private industry procurement that includes contract development, management and/or administration. SAP, SRM, or similar experience. Experience researching and interpreting contract provisions. Certification by National Institute of Governmental Purchasing (NIGP), Institute for Supply Management (ISM), National Credit Managers Association (NCMA), or other nationally recognized purchasing association. Experience drafting, editing, and writing professional correspondence. Advanced degree in public or business administration or a related field. Recruitment Dates
