Overview Summary of Work: As an Environmental Scientist for the Permits Program in the Water Quality Division, you will play a key role in protecting North Dakota's water resources by ensuring compliance with the Clean Water Act through permit development, inspections, and stakeholder engagement.
Responsibilities
Conduct site inspections of facilities to evaluate compliance with state and federal water quality requirements.
Prepare detailed inspection reports and conduct compliance follow-up activities when needed.
Review and process permit applications to ensure accuracy and completeness.
Draft permits and statements of basis that clearly document permit conditions and rationale.
Coordinate and facilitate public notices and hearings related to permitting actions.
Respond to comments and questions from citizens, stakeholders, and regulated entities.
Finalize permits and statements of basis in alignment with applicable regulations and agency standards.
Assist with database management and data quality.
Qualifications To succeed in this position, you should have strong analytical and writing skills, be detail-oriented, and capable of interpreting and applying environmental laws and regulations. Effective communication with the public, stakeholders, and regulated facilities is essential, as is the ability to manage multiple permitting and compliance tasks simultaneously.
Minimum Qualifications Applicants must be legally authorized to work in the United States. DEQ will not provide sponsorships.
DEQ is attempting to fill this position at the Environmental Scientist II level but reserves the right to underfill the position as an Environmental Scientist I. (December 2025 graduates will be considered.)
To be considered for an Environmental Scientist II, you must have a bachelor's degree in natural or physical science with emphasis in biology, chemistry, microbiology, environmental science, or closely related field and one (1) year of related experience. A master's degree may substitute for one (1) year of work experience. Starting salary is $5,300/month, depending on experience.
To be considered for an Environmental Scientist I, you must have a bachelor's degree in natural or physical science with emphasis in biology, chemistry, microbiology, environmental science, or closely related field. Starting salary is $5,047/month, depending on experience.
