Position Description The City of Rochester invites applications for the position of

Commercial Energy Advisor

in Rochester Public Utilities (RPU). This is a Limited Term Appointment anticipated through 2026, contingent upon the availability of funds and favorable performance by the incumbent. RPU, a division of the City of Rochester, MN, is the largest municipal utility in the State of Minnesota, serving over 57,000 electric customers and 42,000 water customers with revenues nearing $161 million annually. Duties And Responsibilities

Utilize technologies, energy acumen, and utility programs; become a participation stakeholder; perform other duties as assigned or necessary.

Engage customers and advocate for their needs; serve as a single point of contact for industrial and various commercial accounts; connect customers to innovative technology or solutions and advocate with regulatory agencies as needed.

Manage development of assigned accounts to maximize efficiency and growth, building relationships with customers’ decision makers and operations personnel.

Participate in community and area economic development initiatives to promote energy conservation opportunities.

Support public events involving key and commercial account customers.

Assist customers and vendors with interconnection activities (application review, permitting, inspections, contract execution, project research, and analysis presentations).

Lead relationships with community, vendors, and customers throughout the interconnection process and collaborate cross-departmentally to reach project goals.

Coordinate and maintain software platforms used to connect, schedule, aggregate, and manage distributed energy resources (DERs) on the utility’s system, including direct load control for renewables, EVs, battery storage, and thermostat programs.

Sponsor and communicate new technologies to key and commercial accounts; promote greener generation and energy savings techniques; understand interconnection, net metering, and rate contracts for systems over 40 kW.

Maintain awareness of customer needs to offer energy management advice and resources, focusing on operations, financial status, organizational structure, market trends, and relevant events; ensure data accuracy in customer profiles.

Maintain expertise in the energy landscape and help design and implement DSM and non-DSM programs for all customer accounts.

Assist commercial customers in identifying and pursuing rebates through energy use analysis and measurement and verification.

Support RPU leadership in achieving regulatory mandates such as Eco Act Program goals, DSM, and DR activities.

Represent RPU as an expert in evolving technologies to ensure current clean energy options are offered to commercial customers.

Develop and update Excel spreadsheets for power factor, energy audit analysis, and rebate calculations, among other tasks.

Communicate improvements to customers to help optimize operations through proper equipment use or new technologies.

Read and understand applicable codes, federal programs, and industry guidelines to determine program requirements and developments in energy conservation techniques.

Actively participate in groups such as ASHRAE; promote LEED buildings and related initiatives where appropriate.

Demonstrate leadership in safety by enforcing safety rules and encouraging safe work behaviors.

Perform additional duties as needed.

Minimum Qualifications Education and Experience

Bachelor's degree in business administration, marketing, economics or electrical/mechanical engineering from an accredited institution, and three (3) years of progressively responsible experience in application engineering, energy marketing, energy engineering, energy management or energy auditing, or as an account manager for industrial/commercial customers. An equivalent combination of education, experience, and related certifications may be considered.

Licenses and/or Certifications

Valid Minnesota driver’s license; Certified Energy Manager (CEM), or ability to obtain within an agreed-upon time frame.

Desirable Qualifications

Business Energy Professional (BEP) certification; experience or familiarity with electric, water, gas and/or communications utility companies.

Knowledge, Skills And Abilities Knowledge : Principles and practices of customer service, utility energy conservation programs, engineering principles related to energy systems, utility economics and demand-side management for commercial/industrial applications, energy codes and renewable installations, budgetary principles, and modern office software.

Skills : Proficient use of Microsoft Office; strong numerical and analytical abilities; ability to manage multiple projects; process improvement mindset.

Ability : Read and interpret contracts, financial data, and building plans; perform quantitative analyses; communicate clearly; negotiate terms; understand regulations; build effective relationships; work in a team; manage multiple priorities and deadlines.

Physical and Environmental Criteria In compliance with the Americans with Disabilities Act, the employee must be able to perform the essential functions with or without accommodation. The work is generally sedentary but may require occasional lifting and carrying; continuous sitting; frequent standing and walking; and standard sensory requirements (sight, hearing, touch). Environment is not substantially exposed to hazardous conditions.
