COMMUNITY AND SOCIAL SERVICE MANAGER I - 64027926 is a senior, independent, complex administrative, consultative, and technical position. It provides managerial direction and operations coordination to Area 1 HIV/AIDS Program (Escambia, Okaloosa, Santa Rosa, and Fort Walton Counties). The position supervises activities in HIV/AIDS Surveillance, HIV/AIDS Contract Management, HIV/AIDS Prevention, Early Intervention, and AIDS Drug Assistance (ADAP) programs under the Public Health Services Manager – SES. Travel may be required. Responsibilities

Hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. Act as the liaison with the Florida Department of Health HIV/AIDS Section, local regional Departments of Health, and the community on HIV/AIDS issues. Educate the community on FDOH and local Departments of Health goals, objectives, and available programs and services. Participate in statewide, regional, and county HIV/AIDS program planning, development, and evaluation; initiate and direct policy material development. Provide technical assistance and monitoring of regional program services; plan workloads, workflows, deadlines, work objectives, and time utilization with employees. Maintain positive communications with Administration and Directors of Nursing in the regional counties; maintain knowledge of HIV/AIDS policies, guidelines, statutes, rules, and protocols. Provide technical assistance to the community regarding confidentiality, testing, need-to-know, and reporting issues; ensure data sets are accessible to authorized personnel and protect data integrity. Assist the HIV/AIDS Section Quality Improvement Liaison with scheduling site visits to County Health Department locations; supervise QA activities of regional program services. Manage HIV/AIDS expenses and develop spending plans; act as State purchasing (P-Card) holder in line with guidelines and reporting. Coordinate with staff and community partners for outreach events; ensure timely submission of reports to the HIV Section of the DOH Central Office; participate in monthly HAPC conference calls. Stay informed on current legislation, activity trends, and funding sources related to HIV care; ensure management of HIV-related contracts, MOAs, and MOUs in collaboration with EIC and contract manager. Plan, develop, and coordinate an Area 1 HIV/AIDS education program for professionals, the community, and providers; educate the community on available programs and services. Prevention

Utilize HIV/AIDS staff to identify and develop plans for service gaps; coordinate special events (e.g., World AIDS Day, National HIV/AIDS Testing Day). Supervise the Early Intervention Consultant (EIC) and ensure HIV trainees meet Technical Assistance Guideline requirements. Ensure local counseling and testing programs are managed and evaluated; promote community resources to address program needs; ensure timely reporting with surveillance staff. Surveillance

Ensure surveillance staff educate providers on reporting requirements and ensure timely reporting; share reports with Area 1 CHD Administrators and other programs. Patient Care

Plan and coordinate HIV/AIDS patient care activities; coordinate with public and private agencies to promote integrated service delivery. Provide technical assistance to community patient care HIV/AIDS programs; participate in area consortium meetings and planning activities. Maintain ADAP database; ensure staff review client files for required eligibility documentation. Other Duties as Assigned

Perform all other related duties as required. Knowledge, Skills, and Abilities

Knowledge of HIV, surveillance, prevention, and patient care components. Knowledge of Florida Statutes and rules regarding HIV. Knowledge of social, economic, rehabilitation, or health care service objectives. Knowledge of Test and Treat; PrEP and nPEP; Routine HIV Testing; Ryan White program; data collection, organization, and analysis. Ability to develop manuals, policies, procedures, standards, and rules; monitor and evaluate quality of service and compliance; review and evaluate plans and programs. Ability to identify improvements to ensure program effectiveness and efficiency; establish and maintain liaison with other agencies; plan, organize, and coordinate work assignments. Ability to communicate effectively; manage a budget; establish and maintain effective working relationships. Minimum Qualifications

Valid Driver’s License One to three years of direct supervisory experience (selection and hiring of new staff, setting performance expectations, etc.) One year of conducting community presentations Successful completion of HIV 500/501 course within 6 months of hire Preferred Qualifications

Bachelor’s degree in social sciences or health discipline from an accredited institution Knowledge of HIV/AIDS policies, guidelines, statutes, rules, etc. Experience in healthcare or communicable disease programs Managing, developing, and implementing budgets Current HIV500/501 Certification Associate’s or higher degree in social sciences or health discipline Mission, Vision, and Values
