Department: Office of the State Controller (SCO) – The Personnel and Payroll Services Division (PPSD) ensures accurate payroll for over 290,000 state employees.

Job Description and Duties Under the direct supervision of the Staff Services Manager II, the ACA Manager plans, organizes, and directs tasks while supervising a moderate number of business analysts in the Program Management Analysis Bureau (PMAB). The analyst team works on projects related to the Affordable Care Act, Employment History, and Payroll systems, including impact analysis, business process analysis, user needs assessments, report generation, consultation, legislative analysis, problem resolution, and creation of new business processes and system functionality.

Duties include:

Supervise program staff in completing mandated employer reporting to the IRS for both annual and corrected 1095-C reporting.

Supervise ACAS technical consultants who provide customer service and help desk support to statewide HR customers and oversee help- desk inquiries and resolutions.

Supervise ACAS training consultants; develop training curriculum and conduct courses for statewide HR customers.

Collaborate with PMAB, Information Systems Division, and management to implement ACAS system changes and enhancements.

Assist business analysts in conducting business process analysis and documenting business requirements.

Prepare and conduct user acceptance testing, including documenting test plans, scenarios, and cases, and complete implementation plans.

Update or create new procedures and manuals based on system changes; prepare communications to stakeholders.

Provide management guidance, coaching, and development for analysts.

Deliver probationary reports, individual development plans, and constructive feedback to analysts.

Participate in management activities related to the PPSD Business Plan and other priorities, planning and organizing the ACA team’s activities.

Supervise staff in developing new or modified reports related to ACA compliance, including needs analysis, report requirements, and data validation plans.

Review and assess ACA Federal regulations for impacts to SCO personnel/payroll systems and the compliance program.

Monitor statewide reporting compliance and represent SCO management at statewide forums and meetings.

Maintain strong relationships with ACA stakeholders and SCO partners.

Act as SSM II as needed.
