Maintain working knowledge of and ensure compliance with agency reporting requirements including but not limited to: Davis-Bacon and Related Acts; Section 3 (HUD & NYCHA); NYCHA MWBE Program; HPD MWBE Build-Up Program; NYS Homes & Community Renewal (HCR) MWBE Program Monitor and implement changes in regulations and compliance requirements, ensuring internal practices and reporting reflect current standards. Identify areas for improvement in compliance tracking and reporting; recommend strategies for enhanced effectiveness and accuracy. Ensure subcontractor and vendor compliance with all regulatory and contractual obligations. Prepare and submit compliance reports to federal, state, and local agencies, adhering to strict deadlines and formatting guidelines. Manage weekly, monthly, quarterly, and annual reporting schedules in alignment with agency and internal timelines. Conduct monthly compliance review meetings with ownership, providing updates on project status, risks, and achievements. Supervise and guide internal teams and subcontractors on achieving workforce and vendor compliance goals. Provide training and support to subcontractors on reporting protocols using compliance software such as LCPtracker and eComply Serve as liaison between the company, subcontractors, and third-party hiring organizations to support Section 3 and local hiring requirements. Represent the organization at job fairs and outreach events, promoting project hiring opportunities and requirements. Review and approve subcontractor compliance documentation including but not limited to: Certified payroll reports, Vendor payment affirmations, Workforce utilization forms Investigate and respond to inquiries regarding certified payroll, wage classifications, and rate calculations. Conduct job site interviews with workers to verify wage rates, classifications, and benefits in comparison to certified reports and agency wage determinations. Develop and maintain project-specific compliance tracking tools using Excel and internal systems. Maintain organized electronic records including certified payrolls, subcontractor documentation, and daily logs. Support other labor standards initiatives, including audits and internal training programs. Perform additional duties as assigned. Qualifications
5+ years\' experience in an administrative, payroll or accounting role, in the construction industry or an agency compliance department Working knowledge of PowerBi and LCPtracker, preferred Strong interpersonal and communication skills, both written and verbal Ability to travel within the 5 boroughs, required Ability to safely navigate a construction site which will include: climbing stairs, use of job hoists, inclement weather conditions, hazardous / cluttered and dark areas, required Must possess a strong attention to detail and intermediate to advanced Excel skills What else can you expect from The Douglaston Companies?
