Correctional Youth Security Supervisor III - Mount View Youth Service Center
Job exists as a first line formal supervisory position dedicated to overseeing or providing supervision for direct care Youth Services Specialists. This is accomplished through the supervision of subordinate staff and/or direct provision of service. The position routinely manages scheduling of staff, movement of juveniles, oversees admissions/releases, orientation (for both staff and youth), security and control functions, educational support services, daily programming, recreation, meals, medical referral and follow‑up, and customer service. The supervisor is responsible for identifying, reporting, documenting and intervening in subordinate staff performance concerns, when necessary. The supervisor models, upholds and ensures compliance with Division of Youth Services policy and quality standards, integrates trauma‑responsiveness and sanctuary principles, and supports the Youth Center Leadership Team.
Key Responsibilities
Supervise and provide field coaching to Youth Services Specialists, ensuring safe, secure and trauma‑responsive care of pre‑adjudicated and adjudicated youth in a locked setting.
Conduct performance management activities: set goals, provide feedback, conduct monthly reflective supervision sessions, and complete performance evaluations in compliance with CDHS and DYS policy.
Participate in hiring, onboarding, and retention initiatives, including training on relevant policies, procedures, and the Sanctuary 7 Commitments.
Oversee daily facility operations and staff assignments; ensure adherence to staffing plans and minimum staff‑to‑youth ratios.
Maintain security and emergency protocols: conduct counts, evaluate incidents, debrief crises, and coordinate with the emergency response team.
Lead daily programming and educational activities, ensuring all program activities are completed, documented, and align with the DYS Strategic Plan.
Ensure accurate documentation of daily operations, medical referrals, security incidents, SPM, and other required logs.
Conduct major rule violation hearings, provide constructive feedback, uphold due process, and implement Restorative Community Justice initiatives.
Performance Management
Use the Reflective Supervision model for monthly individual meetings with employees.
Provide coaching, support, and training for daily tasks; ensure timely, quality work activity by subordinates.
Complete all performance management documentation (PMPs, position descriptions, etc.) in accordance with CDHS and DYS policies.
Personnel and Supervision
Assist with the hiring process and staff onboarding, including orientation, field training officer (FTO) program, and quality delivery.
Maintain staff training records; ensure completion of all required annual training and ongoing professional development.
Address informal staff grievances and initiate progressive discipline following Personnel Board Rules, CDHS, and DYS policy.
Provide direct supervision of YSS I and YSS II staff and conduct monthly formal reflective supervision sessions.
Safety and Security/Emergency
Supervise daily facility operations, provide verbal and written directives, and oversee safety protocols.
Conduct counts, evaluate incidents, and provide debriefs for crises or emergency situations.
Install and maintain fire safety protocols, medical emergencies, equipment failure, pandemic, and facility disruptions.
Ensure adherence to DYS Policy 9.8 regarding critical incidents and maintain proper restraints and seclusion protocols.
Programming
Ensure consistent implementation of trauma‑responsive tools and interventions and the DYS Treatment Model.
Lead daily Problem Solving Groups, Sanctuary Psycho‑educational Groups, and skills‑based/educational groups.
Supervise daily living and leisure activities and orientation to agency rules and routines.
Use restorative justice practices and resolve youth grievances promptly.
Serve as first public contact with the agency when necessary and oversee volunteer/contractor activities.
Documentation / Quality Control
Oversee accurate documentation of all daily facility operations, searches, unit activities, and relevant logs.
Maintain documented records for SPM, growth plans, NDR status, seclusion, and medical watch.
Ensure reporting of abuse incidents as mandatory reporters under prevailing statutes.
Organizational Accountability
Attend required training classes and maintain professional development hours.
Communicate professionally with internal/external customers, residents, staff, and coworkers.
Adhere to CDHS Code of Conduct, Sanctuary 7 Commitments, and all relevant policies and procedures.
Minimum Qualifications
Two (2) years of full‑time professional corrections‑related experience (e.g., custody of a detained or adjudicated population, POST certified officer, or military law enforcement).
High school diploma or General Education Diploma (GED).
College coursework in social or behavioral sciences, criminal justice, or related fields may substitute for the required experience on a year‑for‑year basis.
Ability to work effectively with key stakeholders and resolve communication problems.
Strong interpersonal, verbal, and written communication skills.
Self‑motivated, positive role model, and teamwork oriented.
Preferred Qualifications
Experience in program and/or project development, training and facilitation, supervisory/management, and policy analysis.
Data‑driven performance management experience.
Prior work with complex juvenile/high‑risk youth populations.
Relevant years of state service experience.
Conditions Of Employment

Minimum 21 years of age with no felony convictions or history of domestic violence.
Valid, unrestricted U.S. driver’s license.
Subject to assigned shifts and travel to training or alternate sites.
Successful completion of the DYS Pre‑service Training Academy, Field Training Program, and mandatory annual training.
