SENIOR TRANSPORTATION PLANNER

JOB DESCRIPTION & DUTIES Under general direction of the Supervising Transportation Planner, the Senior Transportation Planner is the technical expert coordinating, developing, and implementing various California freight activities. This includes goals, policies, strategies, and programs, and the analysis of critical state freight initiatives including those pertaining to the California Transportation Agency, Air Resource Board, Energy Commission, Governor’s Office of Business and Economics (GO-BIZ), Public Utilities Commission, Department of Food and Agriculture, California Transportation Commission, and others.
RESPONSIBILITIES
Coordinate, develop, and implement California freight activities.
Analyze critical state freight initiatives and related agencies.
Develop and maintain effective relationships with regional agencies and private sector.
Direct research, analysis, and development of recommendations on freight planning, operations, supply chain, and logistics.
Communicate findings and recommendations in writing and orally to internal and external stakeholders.
Work collaboratively with other departments and agencies on sensitive issues.
Support telework per department policy and attend in‑person when required.
QUALIFICATIONS & EXPERIENCE Eligibility for hire may be determined by score on the Senior Transportation Planner exam. For those without current eligibility, you must be on the state examination list or be new to state civil services employment and meet minimum qualifications per the Class Specification.
Knowledge of freight planning, freight operations, supply chain and logistics.
Understanding of Caltrans planning and project development process.
Experience with inter‑modal freight, regulatory issues, federal and state legislation, contract management, and departmental policies.
Strong analytical, writing, editing, and presentation skills.
Ability to develop innovative solutions and maintain relationships.
Preferred experience in supervisory functions and multidisciplinary project management.
MINIMUM REQUIREMENTS
Possession of a valid driver’s license if required for vehicle operation.
Statement of Qualifications (SOQ) – 1 page, single‑spaced, 12‑point font. No resumes or letters will be evaluated; failure to submit may result in the application being screened out.
Verification of minimum qualifications; unofficial transcripts or diplomas may be required.
WORKING CONDITIONS Position located at 1120 N Street, Sacramento, Sacramento County. The incumbent works in front of a dual‑monitor computer system under artificial light in an office setting. May be eligible for telework. Employees may be required to report to the worksite with minimal notification if an urgent need arises. Business travel may be required.
COMPENSATION $8,678.00 – $10,783.00 per Month (Minimum salary for new‑to‑state candidates).
