Accounting Technician The City of Ontario has an exciting opportunity within the Financial Services Agency for an individual who has a passion for numbers and a commitment to excellence in public service. The Accounting Technician performs a variety of technical and administrative accounting support duties related to general accounting, accounts payable, and accounts receivable; processes and reconciles financial transactions; prepares accounting records and reports; and provides technical support to departmental staff on accounting procedures. The ideal candidate will be a highly organized individual with exceptional attention to detail. They possess strong communication skills with the desire to provide exceptional customer service. Capable of managing a high volume of work within tight deadlines, they also excel in building and maintaining positive interpersonal and working relationships. The hiring department will consider the Promotional Eligibility List prior to considering candidates on the Open Eligibility List.

The Financial Services Agency provides support services to the citizens and businesses of Ontario, as well as to City Departments, with financial affairs, budget development, procurement, accounting, payroll, and revenue services. The Agency\'s service objective is to direct the financial affairs of the City of Ontario, under the direction provided by the Mayor and City Council through their goals and objectives, in a timely, accurate, cost effective, and efficient manner.

Essential functions

typically performed by the Accounting Technician include the following :

Performs technical and administrative accounting support work in areas such as general accounting, accounts payable, accounts receivable, revenue, fund accounting, capital assets, budgeting, auditing, and financial reporting.

Establishes and maintains accounting and subsidiary records, reconciles ledgers, and prepares routine adjusting and closing entries, including year-end accruals.

Classifies, records, and processes a variety of accounting transactions in compliance with Generally Accepted Accounting Principles (GAAP), City policies, and applicable regulations.

Assists in the preparation and review of schedules, statements, and various financial or statistical reports.

Receives and processes claims for payment; verifies invoices against purchase orders and supporting documentation.

Produces, records, and issues checks or electronic payments to satisfy the City\'s obligations.

Reviews and approves Bank Exception Positive Pay transactions to ensure accuracy and prevent unauthorized disbursements.

Assists with the approval process of financial transactions, including vendor payments, employee reimbursements, encumbrances / obligations, requisitions and change orders, accounting adjustments, and cash receipts.

Assists with the management of the citywide collection process for delinquent miscellaneous accounts receivable and prepares related reconciliations; supports the review of bankruptcy claims and the billing and collection of payments for the City\'s claims.

Coordinates and reconciles daily cash receipts; prepares bank and debt service, and trustee account reconciliations; and performs financial computations and reconciliations involving specialized financial data.

Assists with the preparation of periodic and special reports using the City\'s Enterprise Resource Planning (ERP) system for internal and external stakeholders.

Provides technical information, guidance, and assistance to other City departments and staff.

Assists with procurement of goods and services related to the area of assignment.

May assist in the preparation and review of budgetary reports.

Performs other related duties as assigned.

Qualifications

Education:

High school diploma or equivalent.

Experience:

Two or more years of experience in accounts payables, accounts receivables, general accounting or a closely related field. An associate\'s degree from an accredited college or university in Accounting, Finance, or a closely related field may substitute for one year of required experience. A bachelor\'s degree from an accredited college or university in Accounting, Finance, or a closely related field may substitute for all but six months of the required experience. NOTE: Proof of education must be provided by attachment to your online application or as an email attachment sent to the Hiring Agency Representative at, or before, time of the reference check process. Acceptable forms of proof include Unofficial Transcripts, Official Transcripts, Photos and / or Photocopies of Institutional Degree / Certifications. Desirable: Bachelor\'s degree from an accredited college or university in Accounting, Finance, or a closely related field. Proficiency in Microsoft Excel. Experience utilizing an Enterprise Resource Planning (ERP) system such as Workday.
