To accomplish its mission, the Maternal, Child and Adolescent Health Division (MCAH) maintains partnerships, contracts, and agreements with state, federal, and local agencies in both public and private sectors. MCAH hosts an array of programs and initiatives to serve the state’s diverse populations and regions, providing important resources, information and data about reproductive health, family planning, pregnancy, birth outcomes and more. Most programs and initiatives within MCAH are funded by the 1935 Social Security Act’s Title V Block Grant. The Perinatal Equity Section programs work to decrease Black maternal and infant health disparities through several different strategies implemented both at the local and state level.

Job Description and Duties The incumbent supports CDPH’s mission and strategic plan by reducing disparities in birth outcomes to achieve health equity across California. The Associate Governmental Program Analyst (AGPA) reports to the Health Program Manager I, Chief of the Perinatal Equity Initiative Unit within the Perinatal Equity Section of the Maternal, Child, and Adolescent Health (MCAH) Division.
The AGPA performs full‑journey consultative and analytical staff services for the Black Infant Health (BIH) and Perinatal Equity Initiative (PEI) Programs, funded through Title V and State General Funds. Working in coordination with MCAH and other Title V health promotion activities, the AGPA provides technical assistance to MCAH staff and local health jurisdictions. Responsibilities include managing communication platforms such as the Perinatal Equity Section SharePoint site and Viva channels, supporting data monitoring and reporting, and maintaining the shared help desk inboxes. These programs often focus on legislative, media, and community interest; the incumbent must be prepared to adjust to deadlines and priorities rapidly. Strong written and verbal communication skills are essential.
This position requires up to 5% of In‑State travel, may be eligible for telework, and requires California residency. Travel may be required; reimbursement will consider the designated headquarters location. All commute expenses to the designated headquarters office will be the responsibility of the candidate. The headquarters office location is identified in the attached duty statement.
Additional Information In July 2025, California implemented the Personal Leave Program (PLP 2025). This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
