Minimum Qualifications

Bachelor's degree in business, finance or a related field; master's degree preferred; six years of increasingly responsible experience in major project management in the public sector; or an equivalent combination of training and experience. Considerable knowledge of the principles and practices of public sector finance and budgeting; of local government operations. Ability to read, analyze, and interpret financial reports and legal documents; to effectively present information to top management, public groups, and various boards, commissions, and committees; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers. Good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is considered Critical Safety Sensitive and is subject to random drug testing and alcohol testing. The use of illegal drugs, and/or the use of medical marijuana for this position is prohibited. Employees must not consume or be under the influence of alcohol while on duty, on work premises, or operating agency equipment. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or be a lawful permanent resident eligible for naturalization. Duties

Plans, manages and oversees police department capital projects. Engages in project management from the initial architectural design phase through grand opening of stand-alone police precincts, as well as major renovations of various police department facilities. Manages the full lifecycle of implementing technological systems, including systems enhancements, digital evidence management platforms, and integrated data systems, by tracking timelines, facilitating communication across teams, and ensuring key milestones are met. Bridges the gap between multiple county departments, translating needs into actionable plans and goals. Ensures continuity by documenting procedures, standardizing workflows, and building repeatable systems. Support the creation and maintenance of a cohesive technology ecosystem to support long term scalability. Perform other work as required.
