Base pay range Job Description And Duties
Under the general direction of the Staff Services Manager III (SSM III) in the OPM, Division of Provider Networks (DPN), the Health Program Specialist II (HPS II) performs high-profile, sensitive and complex specialized assignments involving broad policy issues pertaining to network adequacy and accessibility resulting in a statewide impact to health plans, providers and consumers in support of efficient and effective regulatory interaction between the DMHC, providers, and health plans pertaining to network adequacy and accessibility. The HPS II is assigned the more varied and complex provider network filings, technical data analysis and research-related assignments that support the Division’s program operations to ensure effective interpretation and implementation of the Knox-Keene Health Care Service Plan Act of 1975 (Act), the California Code of Regulations, Title 28 (Regulations), and programs policies and procedures. The HPS II serves in a lead capacity and as a subject matter expert on projects in the DPN program, performs a broad range of highly technical, consultative and programmatic areas within the OPM. The HPS II performs research, analyzes, and compiles data independently, and drafts written material involving highly complex policy matters. The HPS II reviews, validates, interprets, and makes recommendations with respect to spreadsheet data containing provider network and timely access information, mathematical calculations, including data verifications and tabulations, manipulation of data, and preparation of supporting data tables.

Leave Program (PLP) 2025 agreement: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. Working Conditions The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting. This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Knowledge of health plan provider networks
Ability to work on confidential and sensitive assignments, and consistently exercise a high degree of initiative, independence, sound judgment in performing assigned tasks
Ability to research and analyze complex issues
Ability to establish and maintain collaborative, productive, and professional working relationships with departmental leadership and stakeholders
Experience using GIS software such as ArcGIS and Tableau
Experience generating dashboards and maps to visualize data
Work proficiently with spreadsheets and database files using Microsoft Excel, Access, and PowerBI applications, including experience with creating tables, graphs, and querying large data sets
Ability to adjust to shifting priorities, meet deadlines, and work under pressure
Ability to work well independently and in a team while working remotely or in an office environment
Strong written and oral communication skills
