The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

As the Electronic Document Management System (EDMS) Datacap Developer, you will design, develop, and support enterprise‑level document management solutions within the Minnesota Content Management System (MCMS), ensuring agencies can efficiently capture, process, and manage digital content through Datacap technologies. The position establishes architectural standards, best practices, and long‑term strategies, and provides expert technical leadership, guidance, and oversight to staff and contractors in technology selection, workflow design, and the implementation of enterprise content management initiatives statewide.

This is a Remote Worker position, where the employee’s home address shall serve as their official work location and must be located within the continental United States. Remote work is a condition of employment.

Minimum Qualifications

Position requires a minimum of five (5) years of experience of designing, developing, and integrating enterprise‑level document capture and content management solutions using IBM Datacap, FileNet, and related technologies within secure, large‑scale IT environments.

Expert knowledge of IBM Datacap and enterprise document capture technologies to design, develop, and maintain scalable capture solutions within the system.

Strong understanding of enterprise content management systems (ECMS), particularly IBM FileNet P8, required for integrating Datacap solutions with the broader EDMS infrastructure.

Extensive experience in programming and scripting languages such as C#, .NET, JavaScript, Shell scripting, and Web Services, used to develop custom components, automate workflows, and extend Datacap functionality.

Experience with large‑scale relational database systems (e.g., SQL Server, Oracle), supporting the development of robust, interoperable solutions that align with enterprise standards.

Experience with data security, privacy regulations, and compliance standards (e.g., HIPAA), ensuring systems are designed and maintained with appropriate safeguards and meet audit requirements.

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem‑solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

Experience designing, developing, and supporting solutions within the Minnesota Content Management System (MCMS), integrating IBM Datacap and IBM FileNet P8 as core enterprise platforms.

Proficiency with large‑scale relational databases (e.g., SQL Server or Oracle) and secure multi‑tier architectures, including data capture, validation, and metadata management.

Demonstrated ability to lead technical projects and coordinate cross‑functional teams, overseeing system implementations, upgrades, and integrations across state environments.

Proven experience applying system architecture, design patterns, and application integration principles to deliver interoperable, scalable enterprise solutions.

Expertise in ensuring compliance with State of Minnesota IT security policies, data privacy laws, and HIPAA, including change management, disaster recovery, and business continuity procedures.

Experience with cloud‑based or hybrid infrastructure environments (e.g., Azure, Linux, Windows Server) to support modernization and scalability goals.

Strong analytical, problem‑solving, and communication skills to diagnose issues, optimize performance, produce technical documentation, and support user training and adoption.
