Job Description and Duties Looking for a job that you can feel passionate about? The Office of Transactions Services (OTS) is seeking hard‑working, resourceful, enthusiastic individuals committed to achieving excellence to work in a fast‑paced environment while delivering quality customer service. The Personnel Specialist (PS) ensures our workforce is paid timely by documenting, reviewing, and completing payroll, personnel, benefit, and leave transactions, while applying related laws, rules, and policies, and meeting deadlines.

Under close supervision of the Personnel Supervisor I at the entry level and general supervision at the journey and advanced levels, the PS applies state laws, departmental rules and regulations, and bargaining unit provisions pertaining to a variety of payroll and personnel transactions. The PS is responsible for processing appointments, separations, payroll, and benefits for California Department of Transportation (Caltrans) employees and related personnel transactions functions. All duties require effective communication and excellent customer service with internal staff, employees, and control agencies.

Eligibility for hire may be determined by your score on the Personnel Specialist exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions Position located at 1727 30th Street, Sacramento 95816.

Work in a climate‑controlled office under artificial light. Due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.

This position may be eligible for telework. Telework amount is at the discretion of the Department and based on Caltrans’s evolving telework policy. Employees are expected to report to the worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers the employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable Qualifications

Human Resources and/or timekeeping experience
