JOB SUMMARY Assist in managing a multi‑unit property of the Corporation. Develops and implements all policies and procedures established for each property, maintains records, and creates reports on these activities.

ESSENTIAL FUNCTIONS

Conduct tenant selection process to include income certification and compliance with State and Federal regulations. Knowledge of HUD 202/811, HUD Shelter + Care, Low Income Housing Tax Credit, NYS DHCR Regulations, Americans with Disabilities Act and the Federal Fair Housing Act is essential.

Review occupancy reports to ensure that applications, selection of tenants and assignment of units comply with rules and regulations. Prepare and submit monthly, quarterly, and annual reports as required.

Process applications, oversee actual move‑in & move‑out of all residents and annual recertification.

Prepare contract files, acquire contract signatures, and oversee settlement of clients within housing units during move‑in.

Collect rents, account for monies collected and delinquent rents; evict tenants as required.

Ensure compliance with procedures outlined in the Property Operations Manual.

Coordinate with Facilities Manager on all routine and emergency maintenance matters.

Screen clients for the Shelter + Care Program (Homeless Program).

Assist in developing public relations program, distribute literature, and deliver talks to community groups to develop public awareness of housing programs, eligibility requirements, and benefits.

Resolve tenant complaints concerning other tenants or visitors.

Knowledge of eviction process.

Assist with Property Management compliance as needed.

Perform other duties as assigned.

QUALIFICATIONS

Two (2) years site management experience or equivalent experience; training and certification courses.

Computer knowledge and property management software preferred.

Certified Apartment Manager, Certified Occupancy Specialist; Certified Tax‑Credit Specialist course or similar certification preferred but not required.

Excellent verbal and written communication skills.

Excellent analytical and organizational skills.

Excellent public contact skills.

Ability to work with homeless/low income/disabled military veterans.

Pay commiserating with experience.
