Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93‑638 Indian Self Determination Act.

Responsibilities

Supports communities to develop and implement climate adaptation and hazard mitigation plans, projects, and programs in collaboration with other Federal, State, and Tribal partners.

Develops and manages community climate adaptation projects with agency staff, leadership, agencies, consultants, and other project management staff.

Implements assessments, surveys, data collection, analysis, and monitoring for a variety of ANTHC and community climate adaptation initiatives.

Serves as the technical point of contact with multiple communities to provide climate adaptation planning and science recommendations for a variety of projects.

Provides technical assistance, direction, and guidance to communities, Tribal organizations, and other teams on planning, project development, design, and construction activities.

Collaborates with communities to understand needs and priorities.

Develops scopes of work and cost estimates for climate adaptation projects.

Works collaboratively with communities, partners, and ANTHC’s Grant Planning and Development Department to identify project funding sources, secure funding, and manage funding.

Reviews and approves cooperative project agreements, develops project work plans, schedules, and adjusts activities as needed.

Establishes and manages consultant contracts to meet schedules.

Maintains required project documentation, tracks progress using standardized project management tools, and prepares progress reports for external funding agencies.

Monitors quality control/quality assurance for all project related activities.

Manages and monitors project budgets and contracts.

Completes project and financial closeout procedures, including financial reviews, grant closeouts, final reports, and project closeout documents.

Assists and supports ANTHC leadership in achieving organization goals and objectives.

Performs other duties as assigned.

Knowledge, Skills, and Experience

Knowledge of climate change and climate change impacts in Alaska.

Knowledge of current trends and best practices in climate adaptation and climate resilience in Alaska.

Knowledge of the Alaska Tribal Health System, ANTHC, and Alaska Native culture(s).

Knowledge of rural Alaska infrastructure practices, deficiencies, operations and development.

Knowledge of project management principles related to engineering, design, and construction of infrastructure in rural Alaska.

Knowledge of erosion, flooding, and permafrost degradation impacts to rural Alaska community infrastructure and relevant structural and non‑structural solutions.

Knowledge of external partners in rural Alaska community infrastructure development and climate adaptation sectors.

Knowledge of principles and practices of funding capital infrastructure projects.

Knowledge of principles of engineering and construction of sanitation facilities for rural communities.

Knowledge in developing and managing consultant contract scopes of work.

Knowledge of grant application and grant management.

Knowledge of budget preparation and analysis techniques.

Skill in incorporating climate science in project design and planning.

Skill in identifying and assessing exposure and vulnerability to climate change and natural hazards.

Skill in developing adaptation measures to reduce risk, including technical solutions and implementation of policies, regulations, standards, operational procedures, and emergency plans.

Skill in facilitating meetings with participants of diverse expertise on sensitive topics and difficult technical decisions with long‑term implications.

Skill in establishing and maintaining cooperative working relationships with federal and state agencies, co‑workers, contractors, and individuals with diverse backgrounds.

Skill in reading and evaluating technical drawings and schematics.

Skill in evaluating the work of contractors and consultants for compliance with project plans, specifications, and applicable laws.

Skill in operating a personal computer utilizing a variety of applications.

Ability to establish and maintain cooperative working relationships with others.

Ability to manage multiple priorities and tasks concurrently and meet deadlines.

Minimum Education Qualification

Bachelor’s degree in engineering, environmental or earth science, planning, economics, or a related field.

Minimum Experience Qualification

Non‑supervisory: Five (5) years of planning, project management, research, or other experience with climate adaptation, hazard mitigation, public works or other relevant projects. Preferably two (2) years of experience in rural Alaska.

Preferred Education Qualification

Master’s degree in engineering, environmental or earth science, planning, economics, or a related field.

Additional Requirements

Travels frequently within Alaska in small fixed‑wing aircraft; travels outside Alaska.
