Under the direction of the Department Director, the Division Manager of Business Administration plans, manages, organizes, directs, supervises, and may personally perform professional activities associated with budget development and implementation, purchasing, human resources, information technology, and inventory management. As a member of the leadership team, the Division Manager of Business Administration will be involved in a range of strategic planning and internal initiatives and work closely with the leadership of the department.

Knowledge of:
Purchasing, inventory control, policy development, technology operations, financial management and accounting, audit, legal compliance, budget development, organizational development, HR management, regulatory standards, customer service, administrative procedures.
Skill to:
Managing others, empowering staff, evaluating technology needs, maintaining documents, motivating and developing staff, cost-benefit analysis, reconciling differences, problem solving, time management, communications with staff, unions, city officials, vendors.
Ability to:
Communicate effectively, develop division goals, administer large program budgets, prepare administrative and financial reports, analyze financial information, conduct audits, apply policies and regulations, maintain employee relations, uphold integrity, use computers, coach others, interpret laws, evaluate programs.
Examples of Work Performed
Finance, Budgeting, Purchasing and Operations:
Review and approve monthly, quarterly, grant accounting and annual financial reporting; oversee budgeting, forecasting, audit activities, accounts payable and receivable; manage purchasing programs and inventory; implement department procedures.
Human Resources:
Oversee HR functions, resolve grievances, interpret contracts, manage recruitment and payroll, conduct performance evaluations.
Technology:
Oversee infrastructure, recommend new technologies, manage licensing and upgrades, support web and social media outreach.
Administration:
Prepare cost‑benefit analysis, report development, improve administrative systems.
Qualifications
A bachelor's degree in Finance, Accounting, Human Resources, or a closely related field.
Minimum seven years of mid‑management level experience with at least five years of financial, administrative, and/or human resource management experience.
Minimum two years of supervisory experience.
MBA/MPA or relevant advanced degree is preferred; education may be substituted for experience.
Other Requirements
Valid Driver's License may be required.
Excellent communicator and team builder.
Ability to work irregular hours.
Office environment; exposure to computer screens; physical needs include sitting, standing, walking for prolonged periods.
