Senior Tender Specialist for Public Sector Advisory in Romania.
Responsibilities
Monitor SEAP/SICAP platform daily to identify relevant public procurement opportunities and contract notices in line with company's development strategy;
Download and analyse tender documentation published on SEAP/SICAP, identifying all qualification and eligibility criteria;
Ensure company compliance with qualification and eligibility criteria, in accordance with Romanian public procurement legislation and procedures;
Prepare and update qualification documents (e.g., declarations, certificates, DUAE, tax clearance certificates etc.) for SEAP/SICAP submissions;
Coordinate the preparation of complete tender documentation (technical and financial proposals) in close collaboration with internal teams and external partners;
Submit electronic tenders via SEAP/SICAP, ensuring accuracy, completeness, and timely submission according to deadlines;
Manage clarifications and questions published by contracting authorities, coordinating internal responses and submitting formal answers through the platform;
Track the status of submitted tenders and manage responses to award notifications, clarifications, and potential appeals;
Maintain an organised archive of tender submissions, documentation, clarifications, and correspondence, in line with internal procedures;
Support the management of the company’s SEAP/SICAP user accounts, including credential renewal and access rights;
Liaise with contracting authorities when needed to clarify procedural or technical issues related to SEAP/SICAP tenders;
Support similar activities on international procurement platforms of various donors (e.g., TED, UNGM, World Bank, EIB) by monitoring calls, preparing documents, submitting offers, and maintaining records (working language in English).
Requirements
Bachelor’s degree in Business Administration, Economics, Law, or a related field;
3-4 years of relevant experience in tender preparation or a similar role is preferred;
Fluent level of English and Romanian language;
Experience with SEAP tendering procedures and Romanian legislation;
An understanding of international donors procurement processes and tender regulations;
Excellent organizational skills;
Ability to work under tight deadlines and manage multiple tender processes simultaneously;
Proficiency in Microsoft Office Suite, particularly Word and Excel, while familiarity with tender submission platforms is an advantage;
High level of attention to detail and responsible attitude to work;
Ability to work in a team and communicate with diverse offices;
Ability to multitask and meet strict deadlines;
A proactive team player with the ability to work independently.
