The Work You Will Do Survey Title & Documents Supervisor II / District Six / Transportation Development / Right of Way Engineering. The supervisor will oversee employees in the title research and title examination process for all land acquisition needs, prepare title acquisition documents, manage title search contracts, and coordinate mapping section requests. The role requires ensuring compliance with Florida Statutes and Administrative Code while consulting with eminent domain attorneys and serving as an expert witness on title matters.
Your Specific Responsibilities
Supervise staff by communicating regularly, motivating, training, evaluating, planning, and directing work.
Oversee the preparation of title acquisition documents and make independent decisions on document types and release levels.
Complete performance evaluations and ensure staff receive required and professional development training.
Procure, administer, approve invoices for, and close out title search contracts, ensuring timely and correct payment.
Manage mapping section public requests, including Right of Way map updates and contract management.
Coordinate title research to resolve boundary conflicts arising from survey and title discrepancies.
Ensure all work complies with applicable Florida statutes, administrative code, and department policies.
Consult with attorneys on title conflicts and serve as expert witness as needed.
Provide support during declared emergency events as directed.
Required Knowledge, Skills, and Abilities
Knowledge of principles, practices, laws, and regulations governing real property title transactions.
Familiarity with Department of Transportation procedures, guidelines, and standards for Surveying & Mapping and Right of Way offices.
Skill in establishing and maintaining effective working relationships with employees and stakeholders.
Strong verbal and written communication skills, including coaching, mentoring, and motivating staff.
Ability to read and interpret legal descriptions, maps, and plats; search county title records and interpret real property titles.
Ability to supervise technical and administrative staff and manage multiple projects concurrently.
Ability to plan, organize, coordinate, and execute duties efficiently.
Special Requirements The incumbent must provide a Social Security Number for required verifications. Male applicants born on or after October 1, 1962, are not eligible for certain positions unless registered with the Selective Service System before their 26th birthday or exempted by letter of registration.
