About the Position
This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J9 - Fort Meade, Maryland.
Duties
Serves as a subject matter expert focused on providing radio frequency (RF) engineering expertise to the Project Management Office (PMO) Hard Targets programs and customers.
Applies expertise in both analog and digital RF engineering, including a strong understanding of digital signal processing (DSP), satellite communications (SATCOM), antenna design and selection, and RF-enabled cyber operations.
Understands and is able to evaluate software-defined radio (SDR) solutions and associated DSP software.
Performs, as well as directs vendors in, analysis of alternative (AoA)/trade studies for high performance RF equipment.
Provide reviews and actionable feedback on technical documents submitted by vendors.
Works with the exploitation analysts (EAs) and other intelligence support elements to capture requirements for the collection of electronic signals to support development of capabilities in support of mission priorities.
Extracts signals from multiple access collections such as Time Division Multiple Access (TDMA) and Frequency Division Multiple Access (FDMA).
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Three year trial/probationary period may be required.
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment.
Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
Must complete a counterintelligence scope polygraph exam.
Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.
The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
