The Liquor Enforcement Division’s mission is to promote public safety, support economic growth, and ensure the responsible sale and consumption of liquor and tobacco products through fair, transparent, and consistent administration of Colorado’s liquor, tobacco, and nicotine laws.

Job Duties The Criminal Investigator III is located in the Liquor & Tobacco Enforcement Division and is responsible for conducting investigations of licensed liquor and tobacco businesses to ensure compliance with Colorado laws and regulations.

Perform inspections, compliance checks, and undercover operations.

Prepare investigative reports and testify in administrative or criminal proceedings.

Gather evidence through interviews, surveillance, and database research, and may issue summonses or make arrests as needed.

Conduct covert operations and/or surveillance of Colorado liquor or tobacco licenses, producing evidence for alleged administrative action or criminal prosecution.

Respond to complaints and proactively visit/inspect Colorado liquor and tobacco licensed businesses.

Use public service record systems and other databases to support investigations.

Plan and perform regular underage sale compliance checks.

Prepare sworn affidavits, demand for records, summonses, arrest warrants, search warrants, and charging documents.

Testify in civil and criminal court and administrative hearings.

Assist local police agencies by providing law enforcement support in liquor and tobacco investigations.

Provide training to local authorities, law enforcement, industry stakeholders, and the general public.

Maintain accurate documentation in the Department time‑tracking system and Google Calendar.

Attend required training and maintain certifications in accordance with POST and DOR policies.

Minimum Qualifications Experience:

Six (6) years of full‑time professional investigative experience in a regulatory environment.

POST certification:

Must possess a valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of applying.

OR

Education/Experience:

Bachelor’s degree in a related field and two (2) years of full‑time professional investigative experience, plus valid POST certification.

Necessary Qualifications

Pass a background investigation, tax check, pre‑employment background check, and physical/psychological evaluation.

Willingness to work nights, rotating shifts, weekends, holidays, and maintain on‑call status off‑duty.

Proficiency with firearms and defensive equipment; maintain firearms certification.

Attend all DOR compliance training modules; certify and maintain arrest control techniques.

Ability and willingness to perform heavy lifting (up to 100 pounds).

Preferred Qualifications

Knowledge of Colorado liquor and tobacco rules and regulations.

Excellent communication skills, both oral and written.

Experience supervising administrative investigations in a regulated environment.

Problem‑solving, troubleshooting, planning, and organization skills.

Experience with rule‑making processes.
