Overview
Criminal Investigator III (Lakewood) – Liquor & Tobacco Enforcement Division. Conducts investigations of licensed liquor and tobacco businesses to ensure compliance with Colorado laws and regulations. Duties include inspections, compliance checks, undercover operations, preparing investigative reports, and testifying in administrative or criminal proceedings. Requires gathering evidence through interviews, surveillance, and database research; may issue summonses or make arrests as needed. Responsibilities
Conduct inspections, compliance checks, and plan investigations and/or undercover investigations of alleged violations of Colorado Liquor and Tobacco Statutes, Criminal Statutes, and Regulations; determine if a violation occurred and take appropriate action (e.g., issuing a criminal summons or drafting charging documents for review). Conduct interviews with witnesses, suspects, complainants, applicants, licensees, and the public to obtain information or evidence related to investigations. Utilize Public Service Record (PSR) CSP evidence tracking system, Callyo, and other databases to support investigations. Make physical arrests when necessary for violations of law during liquor and tobacco investigations, in accordance with Department policy. Conduct covert operations and/or surveillance of a Colorado liquor or tobacco license to produce evidence for administrative action or criminal prosecution; operations must be approved by an Agent in Charge and deconfliction coordinated with other agencies as required. Respond to complaints and proactively visit/inspect licensed businesses; apply fact-finding analysis and problem-solving techniques to assess compliance and develop intervention strategies for onsite correction and long-term compliance. Prepare sworn affidavits for warrants and testify in civil or criminal court and administrative hearings. Assist local police agencies by providing law enforcement support in relation to liquor and tobacco investigations. Draft operational plans outlining staffing, objectives, equipment, and intelligence for supervisory review. Coordinate operations with underage operative to ensure proper timekeeping and compliance with timecard procedures. Conduct investigations of liquor licenses for potential over-service and other related violations as supplementary investigations for motor vehicle fatalities when requested. Regulatory & Administrative Responsibilities
Investigate alleged violations of Colorado Liquor and Tobacco codes; coordinate investigations with licensing authorities and law enforcement to ensure compliance and appropriate action. Plan, coordinate, and execute investigations into alleged violations; deliver clear, concise summaries of results for criminal prosecution or administrative action. Perform underage sales compliance checks and prepare records for review; provide training to local authorities and stakeholders as needed. Prepare documents such as demands for records, summonses, arrest warrants, and search warrants; maintain division data and reports for statistical purposes. Provide training to local authorities and industry stakeholders on liquor and tobacco requirements. Minimum Qualifications
Six (6) years of full-time professional investigative experience in a regulatory environment, or Education/Experience: Bachelor’s degree in accounting, business administration, public administration, criminology, criminal justice, or a related field and two (2) years of investigative experience in a regulatory environment; must possess valid Colorado POST certification active and in good standing at time of applying; substitutions allow six (6) years of relevant experience for the degree. Six (6) years of relevant experience may be substituted for the degree on a year-for-year basis. Necessary Qualifications
Must pass background and tax checks prior to appointment; valid Colorado POST certification in good standing; pass pre-employment background, physical, and psychological evaluations. Willingness to work nights, rotating shifts, weekends, holidays, and on-call status for emergencies; proficiency with firearms and defensive equipment as required by POST. Attend all required training and maintain required certifications; be able to perform heavy lifting up to 100 pounds when necessary. Preferred Qualifications
Knowledge of Colorado rules and regulations related to Liquor & Tobacco. Strong communication, interpersonal, and written skills; experience supervising administrative investigations in a regulated environment. Problem solving, planning, organization, and ability to complete thorough reports; experience with rule-making processes. Residency
