Overview
Criminal Investigator III (Lakewood) – Liquor & Tobacco Enforcement Division. The Liquor Enforcement Division's mission is to promote public safety, support economic growth, and ensure the responsible sale and consumption of liquor and tobacco products through the fair, transparent, and consistent administration of Colorado's liquor, tobacco, and nicotine laws. Job Duties
Conduct investigations of licensed liquor and tobacco businesses to ensure compliance with Colorado laws and regulations, including inspections, compliance checks, and undercover operations. Prepare investigative reports and testify in administrative or criminal proceedings. Gather evidence through interviews, surveillance, and database research. May issue summonses or make arrests as needed. Conduct inspections, interviews, and investigations across liquor, tobacco, and criminal code matters; coordinate with management and appointing authority on charging documents and review processes. Utilize the Public Service Record (PSR) CSP evidence tracking system, Callyo, and other databases to support investigations. Perform covert operations and/or surveillance of licenses, with approvals and deconfliction planning as required; coordinate with other agencies as needed. Respond to complaints, conduct proactive visits/inspections, and apply investigative techniques to determine violations and corrective actions. Provide clear summaries for prosecution or administrative action. Plan and conduct underage sales compliance checks; prepare sworn affidavits for warrants; testify in court and administrative hearings; assist local police with liquor and tobacco investigations. Draft operational plans outlining staffing, objectives, equipment, and intelligence needs; coordinate with operations teams to ensure annual activity goals are met. Investigate potential over-service or related violations for licensees; coordinate with law enforcement agencies as needed. Regulatory Compliance
Investigate alleged violations of Colorado Liquor and Tobacco codes; coordinate with licensing authorities and law enforcement on compliance checks, including Synar checks where applicable. Provide clear, concise summaries of investigation results for criminal prosecution or administrative action. Maintain proficiency and training in regulations and enforcement processes; conduct and document investigations thoroughly. Administrative
Accurately document work time and leave; manage overtime approvals and calendar scheduling; maintain communications with team and supervisors. Complete comprehensive investigative reports; prepare records requests, summonses, warrants, and charging documents; maintain division statistics via spreadsheets. Provide training to local authorities, industry stakeholders, and the public to ensure understanding of liquor and tobacco requirements. Residency & Minimum Qualifications
Residency: This posting is open to residents of the State of Colorado at the time of applying. Experience: Six (6) years of full-time professional investigative experience in a regulatory environment. Certification: Must possess a valid Colorado POST certification that is active, in good standing, and free of restrictions at the time of applying. Education/Experience path: A Bachelor’s degree in a related field plus two (2) years of investigative experience, plus valid POST certification; substitutions may apply (six years of relevant experience may substitute for the degree on a year-for-year basis). Other: Pass a background investigation and tax check; pass pre-employment background, physical, and psychological evaluations; willingness to work nights, weekends, holidays, and on-call; firearms qualification; complete required compliance training; ability to perform heavy lifting if needed. Preferred Qualifications
Knowledge of Colorado rules and regulations related to Liquor & Tobacco. Strong oral and written communication, and experience supervising administrative investigations. Problem-solving, planning, and organizational skills; ability to complete thorough, accurate reports; familiarity with rulemaking processes.
