Consulting Director, Planner Regulatory Specialist
As part of the continued growth and innovation of our Capital Project Delivery service offering, ERM has an opportunity for an experienced biologist/regulatory specialist to join our thriving global consulting firm as a Consulting Director, Planner/Regulatory Specialist, Power and Renewables.
The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies along with technical expertise leading natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. We seek an individual to help us drive the continued growth of ERM’s business through selling and delivering world-class services, and further advancing our reputation for supporting development of some of the world’s most complex projects.
This Consulting Director, Planner/Regulatory Specialist, Power and Renewables role offers significant career growth opportunities. ERM’s Capital Project Delivery Service:
ERM’s Capital Project Delivery (CPD) team focuses on supporting development of projects in the power, technology, telecommunications, mining, chemical, transport, and infrastructure sectors. Our goal is to help clients achieve project success from planning through construction and operation, while meeting expectations for assessment and management of environmental, social, health, and cultural resources. By helping clients bring these issues into the project planning process early, we help meet environmental/social performance objectives, enable savings in capital and operating costs, and avoid significant delays.
ERM’s CPD service offering has been ERM’s highest growth area globally, growing over 20% per year for the past 5 years. You will become part of a vibrant technical community with more than 1,000 CPD professionals globally, representing a broad range of technical disciplines and sector experience. ERM’s team is known for supporting some of the most challenging development projects and for the consultants who comprise ERM’s Capital Project Delivery team.
Responsibilities
Serve as Expert Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients’ capital projects (i.e., data centers, power generation, electrical transmission, renewable energy projects).
Oversee the preparation of technical studies and impact assessment documents in various resource areas (EIRs, Mitigated Negative Declarations), serving in roles ranging from program manager to lead technical expert to QA/QC.
Lead programs to develop permit strategies, specify best management practices; oversee the preparation of permit applications and negotiate conditions with applicable state and federal agencies.
Direct permitting and compliance for telecom, energy infrastructure, and other linear development projects with emphasis on permits and consultations with applicable regulators.
Collaborate with Account Directors/Managers on client account development, sales, and delivery of ERM’s consulting services to provide strategic value in electric/gas transmission and generation siting/development markets.
Participate in the growth and development of a high-performance team, oversee project work of staff consultants, and mentor staff to develop new areas of responsibility.
Work in a collaborative, cross-functional team environment to build ERM’s global business and lead client and practice teams; drive innovation within the Impact Assessment and Planning service offering.
Meet business health and safety performance standards, financial targets, project budgets and schedules, client satisfaction, and internal risk management requirements.
Requirements
BS in biology, environmental science or related field.
8+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California.
Business acumen to understand business risks and opportunities to provide enterprise-wide solutions for clients.
Track record in delivering multi-million-dollar environmental programs or winning large projects.
Established relationships with California utility companies, e.g., PG&E, SCE, and Sempra, to leverage contracts for new opportunities.
Ability to cultivate new client relationships in collaboration with Account Directors and account teams.
Solid understanding of CEQA/NEPA issues within the California electric/gas transmission and generation market, with technical competence in CEQA impact assessment best practices.
Experience overseeing CEQA and NEPA document development, with California Public Utilities Commission General Order 131-E (formerly D) experience preferred.
Strong leadership skills and experience managing a team of direct and indirect reports.
Collaborative, proactive, and motivated by ERM’s global success.
Preferred Requirements
MS in biology, environmental science or related field.
15+ years preferred of consulting experience, including substantial experience with California electric/gas transmission and generation markets.
For the Consulting Director, Planner Regulatory Specialist position, the anticipated annual base pay range is $138,383 – $198,146 (USD). Pay within this range depends on several factors including education, qualifications, certifications, experience, skills, geographic location, performance, travel requirements, and business needs. Bonus eligibility and other compensation elements are determined at company discretion.
