Overview
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Labor and Employee Relations Division, located in Washington, D.C. Additional selections may be made for other organizational divisions and/or units within the listed duty location(s). Summary and Organizational Location: This position is with DHS/CBP, located in Washington, DC. Duties
Joining CBP will allow you to utilize your expertise in human resources labor and employee relations to ensure compliance with regulations, guidelines, procedures, directives, and instructions. Typical duty assignments will include: Processing comprehensive human resources management advisory and technical services on substantive organizational functions and work practices. Applying a wide range of labor relations concepts, laws, policies, practices, and analytical methods to address issues such as discipline, leave, attendance questions or disputes, and the grievance process. Reviewing unit and employee discipline and supporting documents, unfair labor practices arbitration, and negotiability. Developing and delivering briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Experience determines qualification at GS-12 and GS-13 levels as described: GS-12:
1 year of specialized experience equivalent to the next lower grade, including duties such as reviewing union information requests, grievances, or unfair labor practices; developing and delivering briefings and reports; processing HR advisory services; applying HR and labor relations principles; serving as spokesperson on agency bargaining teams. GS-13:
1 year of specialized experience equivalent to the next lower grade, including providing guidance on HR/Labor Relations; overseeing labor relations activities for program offices; advising senior leadership on organizational changes; and handling bargaining proposals and negotiations. NOTE: Your resume must explicitly indicate how you meet these requirements. Volunteer experience is creditable as described in the announcement. You must meet all qualification requirements, including education if applicable, and Time-in-Grade requirements (52 weeks at the next lower grade) by the stated deadline. Education
