Job Summary The Department of Economic Security (DES) seeks an experienced and highly motivated Accounting Supervisor 2 to provide financial and accounting support to departmental management and external partners, including the GAO and the AGO. The role encompasses overseeing federal and state reports, assisting in the compilation of the Annual Comprehensive Financial Report (ACFR), and ensuring compliance with all relevant governmental accounting regulations. This position may offer remote work within Arizona, with one to two days a week in the office or hoteling as needed.
Job Duties
Prepare, review, and analyze all financial statements and reports, ensuring strict compliance with GAAP and GASB standards and lead supporting documentation for the ACFR.
Manage the general ledger for various governmental funds—General, Fiduciary, and Enterprise—ensuring compliance with GAAP.
Research, interpret, and implement new GASB pronouncements to maintain full compliance.
Provide comprehensive financial and accounting expertise to DES management and external partners such as the GAO and the AGO.
Support the Accounting Administration and DES program partners with critical ACSF deliverables: ACFR, Schedule of Expenditure of Federal Awards (SEFA), and Single Audit Requirements.
Prepare complex financial statement reports and perform high-level analyses within established guidelines.
Interpret the State of Arizona Accounting Manual (SAAM), GASB pronouncements, and Monthly Financial Review (MFR).
Direct and assign a variety of accounting tasks to complete work for the Accounting Administration.
Knowledge Of
Generally Accepted Accounting Principles (GAAP).
Governmental Accounting Standards Board (GASB) standards.
Federal, State, and local laws, codes, and regulations regarding the ACFR, SEFA, and the Single Audit Requirements.
Skills In
Effective oral and written communication skills, including editing for content, style, and grammar.
Advanced proficiency in maintaining accounting records using automated systems such as spreadsheets, word processing, and presentation applications.
Project management skills to identify problems and recommend solutions, plan, implement, and monitor ACFR deliverables, and develop policy revisions.
Decision‑making, strategic planning, and internal consulting abilities.
Relationship‑building with managers and stakeholders; collaboration with program partners to meet ACFR, SEFA, and Single Audit timelines.
Ability To
Demonstrate commitment to DES Mission and the social sector.
Participate in decision‑making, strategic planning, and internal consulting.
Plan, implement, and monitor ACFR deliverables concisely.
Perform routine site visits at DES local offices.
Selective Preference(s)
Minimum one year of accounting experience.
Expert‑level knowledge and practical application of GASB standards, fund accounting, and governmental financial reporting.
Demonstrable experience preparing an ACFR.
Active Certified Public Accountant (CPA) license.
Minimum five years of progressive accounting experience, at least three of which spent directly in a government agency, municipality, school district, or public accounting firm specializing in governmental audits.
Minimum one year of higher‑level management experience including staff supervision.
Staying current with accounting trends through research, seminars, and other educational opportunities.
Certified Government Financial Manager (CGFM) designation (preferred).
Pre-Employment Requirements
Bachelor’s degree in Accounting, Finance, or a closely related field and one year of accounting supervisory experience.
Background, reference, and driver’s license checks (if driving is required).
Successful completion of the Electronic Employment Eligibility Verification Program (E‑Verify).
