About the Division We are looking to hire two Program Specialists to help support the new Texas Education Freedom Accounts (ESA) program created by Senate Bill 2, 89th Legislative Session, under the direction of the ESA division’s program manager. You will use your knowledge of the program to work with stakeholder groups, families, legislative offices, and others to answer questions, promote awareness, address policy and operational concerns, and ensure consistent communication regarding all elements of the program.
Salary Range
Program Specialist III: $4,916.67 – $5,250 monthly
Program Specialist IV: $5,416.67 – $5,916.67 monthly
Program Specialist V: $5,833.33 – $6,416.67 monthly
Work Hours 8 a.m. to 5 p.m., Monday through Friday, 40 hours. Weekend and/or late‑evening work may be required. Actual work hours may change based on business need. Must be able to work flexible hours during legislative sessions and as needed. The position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications Minimum Qualifications Required Education
Graduation from an accredited four‑year college or university with a bachelor’s degree in business, government, public policy, public administration, or a related field.
Required Experience Program Specialist III
One (1) year of experience in public policy, government affairs, or communications.
One (1) year of experience coordinating or communicating with coalitions, stakeholder groups, constituents, or interest groups.
Experience with public speaking, making presentations, or providing testimony.
Program Specialist IV
Three (3) years of experience in public policy, government affairs, or communications.
Three (3) years of experience coordinating or communicating with coalitions, stakeholder groups, constituents, or interest groups.
One (1) year of experience with public speaking, making presentations, or providing testimony.
Program Specialist V
Five (5) years of experience in public policy, government affairs, or communications.
Five (5) years of experience coordinating or communicating with coalitions, stakeholder groups, constituents, or interest groups.
Three (3) years of experience with public speaking, making presentations, or providing testimony.
Preferred Qualifications
Experience with the Texas legislative process.
Knowledge of the Texas Education Freedom Accounts program and/or similar programs in other states.
Substitutions One (1) additional year of full‑time work experience in public policy, government affairs, or communications may substitute for thirty (30) semester hours of required education, with a maximum substitution of 120 semester hours (four years).
Licenses/Certifications (Required) A valid Texas (or state of residency) driver’s license and a satisfactory driving record are conditions of employment. Applicants offered an interview must present a state‑issued driving record for the last 36 months, a valid Texas driver’s license (or state of residency driver’s license), and current proof of automobile insurance at or before the interview.
In this role you will:
Consult with state agencies, private schools, educational service providers, vendors, and families to discuss program objectives, resolve issues, identify training needs, and assess program effectiveness.
Analyze research findings and performance data to ensure compliance with program policies, procedures, statutes, and rules; recommend corrective actions and operational improvements as needed.
Meet with current and potential program stakeholders to foster participation and satisfaction.
Recommend and coordinate cross‑functional activities to produce a more effective and responsive program.
Analyze proposed legislation and policy changes to assess potential impacts on program implementation, funding, and operations; prepare bill analyses and legislative testimony; promote program awareness through speaking engagements, interviews, webinars, and other outreach activities tailored to diverse stakeholder groups.
Analyze program functions and operations to identify gaps in resources or effectiveness and develop action plans to enhance or initiate new program components.
Analyze required performance reports and use findings to recommend strategic changes that improve program outcomes.
Collect, organize, and prepare program‑related materials—including FAQs, website content, and program guides/handbooks—in response to stakeholder needs and to support transparency and accessibility.
Develop and maintain program policies, procedures, standards, and manuals—including FAQs, website content, and program guides—to support transparency, accessibility, and alignment with program goals.
Review and evaluate service delivery methods, outputs, and stakeholder engagement activities to identify resource gaps and recommend improvements that enhance program effectiveness.
Analyze and support legislative activities related to the program including bill review and analysis, preparation and presentation of legislative testimony, and responding to requests for program information and oversight.
Perform other related duties as assigned.
