Overview The Correctional Support Trades Supervisor I (CSTS I) position is a General Maintenance Supervisor for the Colorado Department of Corrections (CDOC), at the Limon Correctional Facility. Primary responsibilities include ensuring the safety and security of the general public, staff and inmates; training and overseeing an inmate work crew in general building trades, grounds maintenance, and janitorial operations; and ensuring the safe, efficient and compliant completion of assigned tasks. This position promotes the CDOC Mission and Vision with integrity and commitment.
Responsibilities
Safety and Security: maintain safety and security of the facility and work sites; train and guide inmates in the proper use of controlled items, tools, equipment and chemicals; enforce security procedures; conduct work site searches; monitor workplace environment and inmate behavior; respond to emergencies; perform inmate counts and transportation; and document required reporting.
Operations: ensure safe, efficient, compliant, and cost‑effective operations of building and grounds construction, janitorial operations, repairs, and maintenance.
Building Maintenance: maintain facility buildings including carpentry, plumbing, electrical, painting, remodeling and repairs; provide instruction to inmates in modifications and remodeling; train inmate workers in tool use, care and safety; supervise procurement and maintenance of facility structures.
Grounds Maintenance: maintain facility grounds including irrigation systems, landscaping, and snow removal; train inmates in grounds maintenance and proper tool use; ensure safe and effective project completion.
General Coordination: coordinate with other projects, supervisors and managers to optimize resource use; manage inventory of supplies (with prior approval) and monitor for theft or waste.
Supervision: supervise assigned inmate work crews; train staff and inmates in tools and procedures; ensure safe work practices and PPE use; participate in inmate hiring, track hours, plan schedules, assign tasks, and address informal grievances; evaluate performance and prepare inmates for community reentry.
Minimum Qualifications
Four (4) years of employment experience in building/equipment maintenance or a combination of building and grounds maintenance. Building/Equipment Maintenance includes hands‑on trades such as carpentry, plumbing, welding, machinery repair, and electrical on various structures.
Grounds Maintenance includes installation and maintenance of automated irrigation systems, lawn care, and other exterior work (concrete, patching, fencing, snow removal).
OR a combination of work experience as described above plus correctional experience (two years of non‑correctional experience may be combined with correctional experience).
Correctional Experience: security related duties including detaining, movement control, escorting inmates, counts, and searches within a prison facility.
Substitutions: apprenticeship or degree may substitute on a year-for-year basis. Transcripts may be required.
Required Competencies

Ability to follow policies and maintain tool control.
Sound judgment and decision making.
Proficiency in building and grounds maintenance.
Ability to read blueprints and manage projects from start to finish, coordinating with other trades.
Effective communication with inmates and staff in a regulated environment with firm deadlines and reporting requirements.
Strong interpersonal skills and teamwork.
Ability to train and mentor inmate workers for community reentry.
Ability to respond to emergencies and work in high, tight, and confined spaces.
Physical ability to perform job duties, including climbing, lifting, and operating near industrial equipment.
Ability to read and communicate in English (written and verbal) and create accessible documents following plain language guidelines.
Preferred Qualifications
Related building/equipment or grounds maintenance experience within the last 5 years.
Project management experience.
Supervisory experience.
License or certification in related fields (e.g., electrical, plumbing, HVAC, vehicle maintenance).
