The Correctional Support Trades Supervisor I (CSTS I) is a Labor/Grounds Maintenance Supervisor at the Buena Vista Correctional Complex (BVCC), a Colorado Department of Corrections (CDOC) prison facility. The position ensures the safe, efficient, compliant, and cost‑effective completion of grounds maintenance for the facility complex. Additional responsibilities include maintaining safety and security, supervising inmate work crews, overseeing operations, and meeting all federal and state regulations.
Responsibilities
Ensure the safety and security of the general public, staff, and inmates; train and oversee an inmate work crew in grounds maintenance operations; ensure the safe, efficient, and compliant completion of assigned tasks.
Maintain safety and security of facility and work sites; provide clear and accurate verbal communication, train and guide staff and inmates in the use of controlled items, keys, tools, equipment, and chemicals; enforce security procedures by conducting regular work‑site searches, strip searches, and inmate shakedowns; monitor workplace environment and inmate behavior; initiate verbal reprimands when necessary and physically control inmates through proper application of restraints or “use of force” techniques; monitor, supervise, and escort inmates according to facility policy; conduct shakedowns of work sites; respond to emergency situations such as fights, fires, and escapes.
Provide supervision of assigned inmate workers; promote a high level of performance by setting work standards according to agency mission, vision, and values; train and instruct inmates on inspection, repair, and maintenance of the grounds; promote safe work practices and proper use of PPE; exemplify integrity and ethical behavior; participate in inmate hiring process; track and calculate inmate hours and pay; create schedules; assign tasks; inspect work; perform inmate evaluations; resolve grievances; reduce idleness and create work opportunities.
Oversee inspection, repair, and maintenance of the grounds throughout the facility complex, including lawn‑care, landscape projects, irrigation design, installation and repairs, concrete work, asphalt patching, snow removal, and supervision of inmate crews on projects for other agencies or organizations.
Perform additional duties as required to maintain security or operational viability, including work in confined spaces, inclement weather, and industrial equipment environments.
Minimum Qualifications
Four (4) years of employment experience in residential or commercial grounds maintenance, including preventive, predictive, and corrective maintenance of automated irrigation systems and comprehensive lawn care/landscaping, and a variety of other exterior work such as concrete work, asphalt patching, fence building, and snow removal.
OR a minimum of two (2) years of employment experience in the above areas combined with correctional experience in security‑related duties (detaining, controlling movement, escorting inmates, conducting counts and searches, monitoring inmate assignments, and movement).
Strong work ethic, integrity, and dependability.
Proficiency in grounds maintenance and the ability to read blueprints, conduct relevant research, and create material and labor lists with cost estimates.
Excellent communication skills in English, both verbal and written.
Physical ability to climb ladders, work in high, tight, and confined spaces, and perform defensive tactics.
Preferred Qualifications
Employment experience installing and repairing automated irrigation systems.
Experience in carpentry, plumbing, electrical, drywall, or painting.
Experience as a heavy equipment operator.
Conditions of Employment
Must be 21 years of age.
Possess a valid driver’s license and maintain a safe driving record.
Possess a high school diploma or GED.
Have NO felony convictions and meet all CDOC background requirements.
Applicant must be legally eligible to work in the United States.
Successfully pass all modules of the six‑week Colorado Department of Corrections Basic Training.
Pass required physical and defensive‑tactics tests and demonstrate the ability to handle violent situations.
