Salary:

$94,000 – $104,000 per year, with an anticipated salary of $99,000. The position is eligible for a $4,000 hiring incentive.

Job Summary Under the direction of the Predesign & Standards Manager, this role reviews and updates roadway technical reports, guidelines, and standards to align with national publications and other state agency requirements. It coordinates with standards engineers from other groups to ensure consistent application of policies and provisions. The position also chairs the roadway standards subcommittee, carries out tasks assigned by the ADOT Standards Committee, and provides technical assistance to design, construction, and maintenance staff on AASHTO and other roadway design policies.

Remote work may be available within Arizona based on business needs and performance.

Job Duties

Work with the Roadway Group Manager, Pre-Design & Standards Section Manager, and other technical groups to review and update roadway technical standards, guidelines, reports, and procedures to conform to current national design standards.

Serve as the Chair of the Roadway Standards Subcommittee and manage all roadway standards tasks assigned by the ADOT Standards Committee, including coordination with other ADOT technical groups, FHWA, and reviewing new roadway products for possible inclusion, approval or reapproval in the ADOT APL.

Serve as Roadway Engineering Group's Compliance Review Manager to ensure design documentation complies with state and federal roadway design policies and standards. Review construction and permit plans, engineering studies and reports, estimates, and special provisions developed by ADOT and consultant design professionals.

Represent ADOT in responding to legal proceedings, providing technical expertise, and addressing roadway technical design criteria standards and practices in response to legal questions, inquiries related to roadway design claims or other matters.

Lead, direct, supervise, mentor, develop, train, coordinate, and provide expertise in leading roadway design and technical team members in professional and personal areas.

Knowledge Of

Total knowledge of the principles and practices of Civil Engineering as applied to the development, design, construction, and maintenance of the State Highway System.

Complete understanding of Federal and State regulations, policies, procedures, design standards and guidelines as applicable to the highway development process.

Thorough knowledge of ADOT's Roadway Design Guidelines (RDG) and AASHTO's design guidelines, including those related to Roadway Geometrics, Roadside Design, Highway Safety Manual, Interstate Policy, etc.

Thorough knowledge of State Statutes, safety practices, and the organization and responsibilities of the Project Delivery and Operations (PDO) Division.

Knowledge of Google Workspace.

Communicate clearly and concisely with a wide range of professional and governmental representatives and the public, and to respond to verbal and written questions from the public or governmental representatives.

Analytic and interpretive abilities to understand and apply complex state and federal regulations relating to highway development.

Analyze and evaluate a wide variety of engineering data and develop and implement appropriate standards, procedures and priorities for assigned work.

Effectively communicate in written and verbal form; conduct meetings and presentations to a variety of audiences and achieve consensus on key issues as necessary.

Independent thinking and applying judgment in abstract situations.

Selective Preference(s)

Education includes a BS in Civil Engineering or closely related field and relevant employer training courses and seminars.

Experience equivalent to a Transportation Engineer.

Some out-of-town travel may be required.

Pre-Employment Requirements

A valid Arizona Professional Engineer (PE) license is required. Candidates holding a PE in another state must obtain an Arizona PE within 6 months of employment start date.

5–10 years of roadway design experience required.

Valid driver’s license and ability to drive within Arizona for official business.

Compliance with required driver training and record checks; maintenance of statutory liability insurance for personally owned vehicles used on state business.
