Job Description: Provide on-site ship availability program management (PM) and technical support to Military Sealift Command (MSC) vessels. MSC vessels are scheduled for maintenance, installations, and modifications in shipyard availabilities. Work with the Availability Management Team (AMT) to accomplish specific tasks for assigned work items. Assist in observing, verifying, and reporting on engineering requirements related to vessel maintenance, repair, and modification. The CQAR will report observations, reports, and recommendations to the Principal Port Engineer (PPE). Provide technical services supporting naval architecture, electrical, mechanical, and marine engineering. Develop work packages and studies to support vessels and upcoming availabilities, including solutions for replacements, repairs, upgrades, or improvements.

Responsibilities: The contractor shall: Observe, monitor, and verify shipyard work to ensure compliance with work package requirements and regulatory standards (ABS/USCG). Verify installations, interfaces, test procedures, and results against specifications and drawings. Review shipyard production activities, including piping, steel and aluminum fit-ups, weld inspections, and gauging. Make determinations on plating and piping replacements and provide recommendations. Review structural drawings for proper materials. Provide daily written status reports on work items to the PPE and periodic verbal updates. Attend Quality Assurance checkpoints and report concerns. Perform daily shipwalks to observe work quality and progress.

Qualifications: Required: Ability to speak and write English Ability to obtain a Secret clearance Availability to travel CONUS/OCONUS for 2-4 months Physical ability to navigate a ship, including ladders and tanks Knowledge of ship construction, metal work, and auxiliary systems Desired: Seagoing experience Naval architecture background Structural engineering experience USCG licensed officer or related military/career experience Experience with metal work, rust identification, piping systems Knowledge of ABS and USCG regulations Equal Opportunity Employer statement...
