Supervises and participates in the operations work at the City Landfill. Supervises and participates in the operation of heavy equipment at the landfill. The employee ensures compliance with various environmental regulations related to a lined landfill such as grade, cover depth, water penetration and runoff, and related issues. The employee is also assigned work tasks, trains employees, and ensures proper maintenance, repairs and adjustments to landfill equipment. Work is subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work at the landfill also involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust; and skin exposure to oils. Work may be subject to OSHA’s blood borne pathogen standards. Work is performed under the limited supervision of the Solid Waste Manager and evaluated in progress and upon completion for adherence to standards.

Supervises the operation of heavy equipment to clear land, spread and cover C&D and LCID landfill debris and to grade and landscape the landfill site, construct roads, and other related activities.

Operates bulldozer, compactors, and scraper pans in clearing land and covering land at the debris; operates heavy equipment to grade and excavate land, backfill excavations and trenches, grade and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill; installs leachate pipe and digs ditches using track hoe; installs collection wells for leachate.

Makes spot inspections of incoming loads to insure no banned materials are placed in the landfill.

Oversees the compliance with a variety of regulations regarding operations of the construction debris disposal landfill including proper amount of cover, proper grade and slope, water penetration and runoff, erosion, prevention of blown trash, collection of leachate, etc.; follows approved engineering plans for site; consults with engineers and management when variance from approved plans are require.

Prepares a variety of records regarding daily activities, storm water inspections, land disturbing activities, and recycling facility activities.

Performs preventive maintenance and makes minor repairs and adjustments to heavy equipment.

Participates in hiring; provides training, orientation, scheduling, performance coaching and feedback, and input on performance evaluations; ensures proper safety training and safe work practices.

Performs related tasks as required.

Required

Graduation from high school, considerable experience with heavy equipment operation, and some experience with landfill operations and supervision; or any equivalent combination of education, experience, and training

Special Requirement

Possession of a valid North Carolina commercial driver's license.

Obtaining Solid Waste Association of America Landfill Operations certification will be required.

Must be able to perform basic life functions of climbing, balancing, stooping, kneeling, reaching, standing, walking, grasping, pushing, pulling, talking, hearing, and repetitive motions.

Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Must have visual acuity to operate heavy equipment and distinguish types of materials being deposited in the landfill.
