Job Summary
The Operations Manager (OM) serves as the principal on-site leader directing the daily execution of TOA warehousing, maintenance, and overhaul activities. The OM ensures that all ILO and ILS tasks, including equipment inspections, repairs, and container reconstitution, are completed in accordance with NAVELSG and NECC readiness objectives.
Works closely with the PM, the OM manages the operational tempo of multiple warehouses and production areas, oversees forklift and material-handling operations, and verifies all inventory transactions in DPAS-WM.
The OM is responsible for coordinating preventive maintenance programs for non-CESE TOA assets, managing calibration schedules, enforcing NAVFAC P-307 safety rules, and sustaining compliance with OSHA and ISO standards.
This role demands strong technical familiarity with Navy logistics systems (OMMS-NG, JCM, SKED, EXMIS, MBPS) and the ability to align personnel, workload, and resources to meet the PWS requirement of maintaining at least 25 container inspections and re-certifications each month.
The OM provides hands‑on leadership ensuring operational excellence, data accuracy, and mission readiness across all NAVELSG facilities.
Oversee day‑to‑day operations across multiple TOA facilities, ensuring schedule adherence, quality control, and readiness outcomes.
Direct maintenance, inspection, and certification activities for ISO/ISU containers, CEEI, and communications equipment.
Supervise logistics, warehouse, welding, and technical personnel ensuring task efficiency and compliance with NAVELSG standards.
Manage DPAS-WM transactions, inventory control, and monthly Floor-to-Book/Book-to-Floor audits.
Support the execution of ILO cycles—ensuring completion of 25 container inspections/repairs per month minimum.
Coordinate calibration, configuration management, and HAZMAT control programs.
Maintain all workforce certifications, safety, and licensing records for government review.
Support RCRP readiness reporting and TABLEAU data analysis.
Enforce compliance with OSHA, NAVFAC, and base safety standards.
Clearance Requirements There is a Secret security clearance requirement for this position at the time of proposal submission.
Required Skills & Certifications
Bachelor’s Degree in Logistics, Operations, Management, Engineering, Business Administration or related field (Associate’s degree plus equivalent military experience acceptable).
Minimum 7 years of logistics or maintenance management experience, including 3 years in a supervisory.
Proficiency with DPAS-WM, JCM, OMMS-NG, SKED, and related Navy systems.
Experience in warehouse configuration, material flow optimization, and maintenance scheduling.
Familiarity with NAVFAC P-300/P-307, MIL-STD-3037, and Navy 3M PMS.
Skilled in QC, process control, and workflow efficiency.
Strong leadership, problem-solving, and communication skills.
U.S. Citizen; active SECRET Clearance required.
Annual training in Cybersecurity Awareness, Derivative Classification, and NCIS Counter-Intelligence required.
Must meet DoD 8570.01 Information Assurance awareness requirements.
Desired Skills & Certifications
AMMO-43 Container Inspector and Forklift certifications highly desired.
Lean Six Sigma or process improvement certification preferred.
