Salary: $7,172.00 – $8,910.00 New to State candidates will be hired into the minimum salary of the classification or the minimum of the alternate range when applicable.

Work Location Sacramento County – 1501 Capitol Avenue, Sacramento, CA 95814

Telework Hybrid option: up to three days per week; required to report in person a minimum of two days per week.

Job Description and Duties The Capitated Rates Development Division is responsible for the development of managed care capitation rates for more than 10 million Medi‑Cal beneficiaries across California. The Staff Services Manager I manages the daily and long‑term activities of the Financial Management Unit C, including: development, analysis, and implementation of Medi‑Cal managed care capitation rates; oversight of MCPs’ financial viability and compliance with statutory, regulatory, and contractual requirements; complex fiscal analysis and policy changes for Medi‑Cal budget assumptions; capitation rate setting for other program areas; and legislative, regulatory, and policy research related to CMS regulations.

Responsibilities Oversee planning and organization of work, ensuring consistency and quality of financial management activities.

Set and monitor goals and priorities, evaluate and document performance for direct reports.

Communicate with other managers, staff, and stakeholders about program implementation, policy issues, and deadlines.

Lead Legislative, Regulatory, and Policy research and analysis related to CMS regulations and guidance for managed care rate setting.

Minimum Requirements Minimum qualifications as outlined in the Staff Services Manager I Staff Services Manager Series – CalHR, including education and experience.
