Summary Are you a seasoned engineering leader ready to drive high-impact projects and shape the future of a critical organization? We’re seeking a Deputy Chief Engineer to serve as a pivotal technical and management leader, overseeing complex capital construction programs and ensuring engineering excellence across our portfolio. AOC executives serve at the pleasure of the AOC. The selected candidate must be able to obtain and maintain a Top‑Secret security clearance.

Duties Oversee complex capital construction programs, ensuring engineering excellence and timely delivery. Serve as a technical and management leader, guiding multidisciplinary teams and aligning engineering activities with organizational objectives. Maintain a Top‑Secret security clearance and represent the AOC at the highest levels.

Requirements Applicants must demonstrate possession of, and proven leadership experience estimated at the GS‑15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs or the PTQs via the vacancy questionnaire will eliminate the candidate from further consideration.

ECQ 5 – Building Coalitions: Building coalitions internally and with other federal agencies, state and local governments, nonprofits, private sector organizations, foreign governments, or international organizations to achieve common goals.

PTQ 1 – Demonstrated experience leading, developing, delivering, and communicating a $500M+ capital projects program including a complex of historic buildings.

PTQ 2 – Demonstrated experience managing a multimillion‑dollar design and construction capital program with full‑lifecycle project delivery, budget development, quality control, technical support, and resource management.

PTQ 3 – Demonstrated experience managing and supervising over 300 professional and trade staff, and developing operational and strategic management plans focused on culture and customer services.

The AOC is responsible for the maintenance, operation, development and preservation of 18.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. The AOC provides a welcoming and educational environment for millions of visitors through the U.S. Capitol Visitor Center and the U.S. Botanic Garden.
