Leadership for Program Management at HDR in the West Region consists of capturing, overseeing, coordinating, directing and may serve as a Project Manager for the work of a multi‑disciplinary team assigned to support the delivery of one or multiple transportation infrastructure program(s) under one contract.
In this role, the West Region Transportation Program Management Services Lead will develop relationships with clients seeking these services. Consulting services offered by this leader includes providing thought leadership, counseling clients on delivery strategies, program design, and offering recommendations on program governance. An important aspect will be to identify technical leadership within HDR that can assist on projects, including strategic, mega‑projects and pursuits. This leader is accountable for supporting the growth of program management in the region, identifying evolving client needs, and pursuing growth opportunities that advance the positioning of HDR as a preferred service provider in the areas of program management.
This leader will report to the West Region Transportation Business Group Director.
Specific Duties
Support efforts to coordinate and manage quality and best practices used across the program management business class.
Work with HDR's Transportation Program Management Director and other program management team leaders on positioning and delivery of projects while developing long‑term tactical plans to best serve the needs of the client and HDR's Transportation program.
Work closely with Area and Market Sector leadership to achieve yearly booking goals and continue growth of program management in the West Region.
Work with Regional and Area leadership including Operations, Market Sector, Business Class and Cross Sector leaders to support staffing requirements for top quality project delivery, which may involve worksharing coordination.
Internal and external client relationship management.
Pursuit and proposal preparation support.
Support some programs in Project Director or PIC roles.
Target and develop staff for growth opportunities to be future leaders in program management.
Collaborate with each Area in the West Region to determine program management priorities, progress, pursuits and support needs for ongoing program management work.
Attend Business Class technical leadership meetings.
This role does not have staff as direct reports, unless there is a specific need.
Serving as a reviewer for the TransPARR process.
Preferred Qualifications
Experienced in development and management of diverse teams.
Works cooperatively with other business class regional leads, operations managers, technical directors and marketing managers on business class efforts.
Committed to quality, improvement and HDR values.
An attitude and commitment to being an active participant of our employee‑owned culture is a must.
Actively engaged in professional or industry associations to enhance HDR technical expertise and brand.
Required Qualifications
Bachelor's degree in Engineering, Construction Management, Sciences, Planning, Business Administration or a closely related field
At least one of the following licenses/certifications: Professional Engineering License, PMI Project Management Professional (PMP) certification, PMI Program Management Professional (PgMP) certification, AICP Certification, or CMAA Certified Construction Manager (CCM) Certification
Program management experience consistent with the following requirements: A minimum of ten (10) years of program management experience, with at least four (4) years as a Senior Program Manager, and Experience leading as a Senior Program Manager or serving in a similar role on delivery of three or more programs, each with a capital value of $500 million or more, and. Experience delivering concurrent programs with a total value of $500 million or more qualifies as one of the required programs
Strong leadership skills with experience building a cohesive team culture and managing team members located in various locations
Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design‑build (DB), progressive design‑build (PDB), and/or construction management at‑risk (CMAR)
Familiar with the various types of tools used to manage large programs * PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
Experience working in an integrated fashion within a Program Management Office (PMO) comprised of both consultant and client staff
