Salary & Compensation
Salary Range: $105,085.00 - $173,250.00 Annually
Starting Pay: $105,085.00 Annually
Job Summary The Baltimore City Office of Information and Technology (BCIT) is seeking a Sr. Network Engineering Manager to provide technical support to customers for personal computers, network system infrastructure equipment, including testing, updating, maintaining, and providing training on mainframe client servers and microcomputer software and hardware; responds to helpdesk requests. Senior support level. Performs complex tasks requiring the application of experiential approaches to determine best course of action. Will lead a team of Network Engineers and provide functional guidance to lower-level support employees.
Essential Functions
Prepares reports by collecting, analyzing and summarizing information.
Collects data by identifying sources of information, designing survey and collection methods.
Resolves retrieval problems by altering design to meet requirements.
Maintains database by entering data.
Identifies and procures the hardware and software needed to satisfy user requirements.
Installs hardware and peripheral components such as monitors, keyboards, printers and disk drives on users’ premises.
Loads appropriate software packages such as operating systems, networking components and office applications.
Assists in the customization and adaptation of existing programs to meet users’ requirements.
Provides telephone, in-person and online support to end-users.
Coordinates activities with network services and information systems groups.
Provides updates, status and completion information to manager and/or users, via voice mail, e-mail or in-person communication.
Refers major hardware problems to service personnel for correction.
Connects users to networks and provides initial training in facilities and applications.
Administers e-mail and anti-virus systems.
Rotates daily back‑up media.
Assists in research and procurement of computer accessories and supplies.
Evaluates system potential by testing compatibility of new programs with existing programs.
Evaluates expansions or enhancements by studying workload and capacity of computer system.
Achieves computer system objectives by gathering pertinent data; identifying and evaluating options; recommending a course of action.
Confirms program objectives and specifications by testing new programs; comparing programs with established standards; making modifications.
Improves existing programs by reviewing objectives and specifications; evaluating proposed changes; recommending changes; making modifications.
Evaluates vendor‑supplied software by studying user objectives, testing software compatibility with existing hardware and programs.
Places hardware into production by establishing connections; entering necessary commands.
Maximizes use of hardware and software by training users; interpreting instructions; answering questions.
Maintains system capability by testing computer components.
Prepares reference for users by writing operating instructions.
Studies the type and applications of systems software, languages, and computer equipment.
Develops knowledge of systems software by studying technical manuals and by observing software use.
Minimum Qualifications
Education: Bachelor of Science Degree from an accredited college or university.
Experience: Four years of related specialty IT experience (e.g., system engineering, network engineering, information security, application programming, systems design, hierarchical/relational database management, GIS experience, custom report writing or developing and supporting cloud‑based software integration); excellent verbal and written communication skills.
Equivalency: Equivalent combination of education and experience.
Driver’s License Requirement
Valid Maryland Class C Noncommercial driver’s license or an equivalent driver’s license and eligibility to obtain a Baltimore City driver’s permit. Provisional driver’s licenses are not acceptable.

Installing, repairing, and troubleshooting network programs, hardware, and systems.
Cartographic map design and layout.
Problem analysis and logical solution development.

Designing complex systems with varied programs, procedures, and forms.
Preventative and corrective maintenance scheduling and execution.
Writing detailed technical reports and analyses.
Developing system software and testing procedures.
Additional Information
Background Check: Eligible candidates under final consideration for positions of trust must complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation: All persons, including current City employees, selected for this position must complete a mandatory probationary term.
Residency Requirement & Financial Disclosure: Position requires the incumbent to reside and be a registered voter of Baltimore City at the time of appointment or to sign a declaration of intent to become a City resident and registered voter within 6 months. Failure to comply may result in immediate termination. Financial Disclosure must be completed within 30 days of hire.
