Introduction
A Maryland Department of Labor (MDL) Information Technology (IT) Functional Analyst Supervisor is the supervisory level of work providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications at the Maryland Department of Labor. MAIN PURPOSE OF JOB This position supervises and oversees the work and provides support to end users, coordinating system development, implementation, and problem analysis with other MDL IT Functional Analysts. It also involves supervising user understanding on application functionalities.
POSITION DUTIES
Supervise, plan, coordinate, assign, review and approve the work of lower-level MDL IT Functional Analysts.
Plan the professional development of functional analytical staff.
Evaluate the effectiveness and progress of functional analytical staff.
Provide analysis expertise to functional analytical staff.
Interview and recommend potential employees.
Promote functional analytical practices that enhance the reliability and functionality of in-house PC/Web software.
Review completed assignments for completeness, accuracy, adhering to procedures and standards.
Maintain logs and prepare status reports for upper management.
Train lower-level MDL IT Functional Analysts.
Provide and assist team members in providing accurate input to project functionality research, impact analysis and project plans.
Prepare feasibility studies, technical evaluations and alternatives analysis as directed.
Provide guidance and advice on solutions to complex problems to lower-level MDL IT Functional Analysts.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.
Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required education.
2. Candidates may substitute experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications on a year-for-year basis for a high school education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Three years of experience in an information systems or technology analysis role.
Two years of experience partnering with internal and external stakeholders in the development, implementation of system enhancements using user centered design.
One year experience leading or supervising others in the analysis, system design, testing and implementation for hardware and software application upgrades.
One year experience serving as an application project manager on medium to large application deployments.
One year experience working with and giving presentations to senior leadership and executive staff.
