The Opportunity

WSDOT is excited to welcome two Fiscal Analyst 1 professionals to the Vendor Payments Team in Olympia, WA. As part of the Payments & Receipts (P&R) unit within the Accounting and Financial Services (AFS) division, these roles support the agency’s financial integrity by performing essential entry-level accounting tasks that ensure vendors are paid accurately, timely, and in compliance with GAAP, state and federal regulations, and established WSDOT guidelines. In this position, you’ll play a key role in maintaining smooth payment operations, reviewing, handling, and processing financial documents with precision and care. Because several critical documents must be managed physically, these roles require regular in-office presence to scan, route, and process paperwork that keeps the workflow moving efficiently throughout the unit. What to Expect

Among the varied range of responsibilities held within this role, the Fiscal Analyst 1 will: Perform entry-level financial review and analysis of accounting data for the Headquarters, Olympic and North Central Regions. Review payment vouchers submitted by WSDOT organizations (via ECM or physical/electronic copies) for accuracy, completeness, and adherence to agency and statewide accounting policies. Physical payment vouchers are required to be processed in person, in the Olympia HQ office multiple times per week. Approve compliant payment vouchers in the TRAINS system; communicating clearly and professionally with originating offices to resolve errors, discrepancies, or rejected documents, providing detailed explanations on what is needed to bring submissions into compliance. Review and validate purchase card transactions in the PCMS system for compliance with WSDOT and state requirements; authorizes and exports transactions within established deadlines. Provide courteous, timely, and accurate customer service to internal and external stakeholders regarding payment processes, travel rules, reimbursements, and requirements. Respond to inquiries, voicemails and emails within 24 business hours whenever possible. Assist customers in understanding TRAINS and PCMS error messages, routing issues, and policy‑related rejections, offering clear instruction to resolve issues. Monitor the Vendor Payments inbox (when teleworking) to receive and organize payment voucher submissions; ensure all supporting documentation and approvals are consolidated into a single PDF for HQ review.
