Operations Division Manager Boulder County Housing Department (BCHA) invites applications for the Operations Division Manager position. The role delivers strategic and operational leadership for BCHA’s affordable housing portfolio, overseeing property operations, facilities maintenance, HVAC, and the Business Systems unit.

Salary:

$106,908.00 – $153,984.00 annually (2026 Hiring Salary Range: $109,152.00 – $133,182.00)

Reports to:

Deputy Director of Operations and Development.

Key Responsibilities

Operational Leadership

Oversee day‑to‑day operations for 1,083 housing units across 60+ locations.

Lead Property Management and Maintenance divisions to ensure performance and resident experience.

Establish and monitor key performance indicators: occupancy rates, work‑order response times, REAC–HQS scores, lease‑up pace and resident satisfaction.

Team Development & Culture

Coordinate communication among departments to build a collaborative team.

Develop staff training and professional development programs.

Support sustainability, equity, or innovation initiatives.

Property Management

Oversee property managers and ensure implementation of policies and tenant engagement strategies.

Track tenant accounts receivable and occupancy metrics.

Drive initiatives to enhance operational efficiency and resident experience through data‑driven decisions.

Ensure compliance with all relevant housing regulations (LIHTC, HUD, RD, USDA, local ordinances).

Monitor budgets, approve expenditures, and manage financial targets.

Lead resolution of complex tenant issues and maintain the Yardi system.

Compliance & Program Integrity

Ensure adherence to investor requirements and disaster planning.

Lead internal training and certification programs.

Prepare and present regular reports to senior management.

Maintenance

Manage maintenance and HVAC budgets and track costs.

Oversee maintenance operations, preventive maintenance, and emergency response protocols.

Ensure compliance with safety, accessibility, and environmental standards.

Support energy efficiency and sustainability initiatives.

Business Systems Coordination

Oversee contract lifecycle management for 150+ housing contracts.

Coordinate cross‑department communication and approvals.

Handle inventory control, vendor coordination, fleet operations, and insurance administration.

Strategic Planning and Development

Collaborate with Housing Development team on construction to operations transitions.

Participate in long‑term planning for new developments, site selection, and lease‑up strategies.

Manage operational budgets and align spending with funding requirements, including AAHT resources.

Perform related work and may be reassigned during emergencies.

Required Qualifications

Minimum 10 years of experience in housing or property management.

Minimum 3 years in a supervisory role.

Valid Colorado driver’s license with a clean driving record.

Background investigation will be conducted; job offer is contingent on passing.

Preferred Qualifications

Bilingual in English and Spanish.

Proven success managing cross‑functional teams and complex portfolios.

Strong knowledge of housing compliance standards and funding mechanisms.

Proficiency in Microsoft Office, Yardi, and other property management systems.

Physical Requirements

Office setting with occasional onsite visits to BCHA properties; requires lifting up to 20 lbs, walking on uneven surfaces, and standing.

Frequent computer use and hand/eye coordination.
