Foreign Military Sales (FMS) Program Analyst II Join Goldbelt Frontier LLC as a Foreign Military Sales (FMS) Program Analyst II. This hybrid position reports on‑site days as specified by the customer and contract manager. The role is contingent upon the successful award of a current contract under bid.

Overview Goldbelt Frontier supports health technology management operations, projects, and services across government and commercial industries. Senior project managers and business analysts provide expertise to develop and implement national policies, strategies, and doctrine.

Summary The FMS Analyst will support country managers in developing and tracking combat systems cases throughout the FMS case lifecycle from pre‑LOR to delivery, ensuring quality control and compliance with U.S. Department of Defense (DoD) policies.

Responsibilities

Develop and review Letter of Offer and Acceptance (LOA), case modifications, and amendments for missiles, spares, support equipment, training, and program management.

Support development of Pricing & Availability (P&A) worksheets.

Assist with DD 2061, DD 2060, and FMS Obligation Authority Mark‑ups using MISIL.

Monitor Anticipated Offer Date (AOD) reporting.

Track and update OA worksheets with Implementation Package/Funding Plan data.

Update DSAMS, MTDSs, MASL, and other DoD systems.

Monitor DSAMS case development reporting.

Prepare NRC Waiver requests and Congressional Notification documentation.

Prepare and review FDR, MTCR, and Anti‑Tamper worksheets.

Monitor CEPT reporting.

Prepare shipping requisitions and change of ownership documents.

Attend and support meetings, track action items, and prepare briefings, presentations, correspondence, and weekly reports.

Build strong working relationships with cross‑functional teams and foreign customers.

Deliver quality products and services in a fast‑paced environment.

Foreign travel (10%–25%).

Qualifications Necessary Skills and Knowledge

Proficiency using DSAMS, SCIPT, DIFS, CEPT, and MISIL for FMS case management.

Knowledge of DoD procedures and programs as specified in SAMM.

Proactive self‑starter with strong organization and multi‑tasking skills.

Excellent written, verbal, and liaison communication skills.

Minimum Qualifications

Bachelor’s degree.

Minimum 5 years of experience in International Relations, International Business, Global Studies, or International Law.

Minimum 5 years of experience in developing, fielding, and sustaining information systems or 5 years of experience in Performance Based Acquisition or FMS preferred.

Experience with DoD/Navy FMS case development and financial reconciliation.

Experience preparing FMS case documentation including LOR, P&A, LOA, FDR, MTCR, and Anti‑Tamper worksheets.

Active DoD Secret clearance.

Preferred Qualifications

Master’s degree.

7 years of experience in related field.

DSCU Certification such as SC Planning, Oversight, and Execution Management, SC Case Life Cycle Management, SC Execution Support Management, or SC Acquisition Management Basic/Intermediate Certification.

Pay and Benefits Salary range: $110,000 to $140,000 annually.
