Pay Range:

$105,383.00/yr – $161,889.00/yr (GS‑13 to GS‑14). Locality and cost‑of‑living adjustments may apply.

Overview The position is located within the Department of Homeland Security, Office of Human Resources Management, Personnel Research and Assessment Division with sites in Washington, D.C.; Indianapolis, IN; and Minneapolis, MN.

Responsibilities

Plan and conduct job analysis studies serving as the foundation for human resources programs.

Develop tests and assessments for frontline hiring and employee development career paths.

Lead innovative assessment tool development and perform validity studies for selection processes.

Apply classical test theory and item response theory, including computer adaptive testing.

Address talent acquisition, succession planning, retention, motivation, and occupational skill gaps using psychological methods.

Participate in all research phases: problem definition, planning, execution, statistical analysis (R or Python), and interpretation.

Prepare and present briefing materials to non‑technical audiences of all levels.

Document research methods and results in technical reports.

Eligibility Requirements

U.S. Citizen.

Males born after 12/31/1959 must be registered with Selective Service.

Primary U.S. residency for at least three of the last five years.

Must pass a background investigation and comply with CBP security procedures.

Subject to CBP’s drug‑testing and DHS Drug‑Free Workplace Plan.

Must adhere to executive‑branch ethics rules and CBP specific conflict‑of‑interest statutes.

Participation in E‑Verify required.

Qualifications

Major or equivalent in psychology (excluding clinical and counseling psychology) OR

Ph.D. or equivalent related to clinical psychology,

or 2 full academic years of graduate study related to counseling psychology, or

or completion of a master’s program related to counseling psychology in an accredited institution.

1 year of specialized experience at the next‐lower grade level for both GS‑13 and GS‑14 grades, including: Job analysis and test development under regulatory guidelines;

Research technique application and measurement theories to develop tools such as surveys;

Statistical analysis with SPSS, SAS, R, or Python;

Independent or team research contributing to industrial/organizational psychology.

Volunteer or paid experience in relevant fields validly counts toward qualifying experience.

Verification of education and experience required by 12/22/2025.
