U.S. Office of Personnel Management (OPM) , you will lead the Chief Human Capital Officers (CHCO) Council's operations, drive government-wide human capital initiatives, and advise senior leaders on complex policies, programs, and strategies that shape the federal HR landscape.

Duties

Manage day-to-day CHCO Council operations, including staff supervision, budget, performance goals, and workload, ensuring alignment with OPM's Strategic Plan, the President's Management Agenda, and Administration priorities. Advise the Executive Director, CHCOC Chair, Vice Chair, and Members on human capital flexibilities, HR system modernization, and legislative/regulatory issues affecting member agencies, providing expert recommendations on policy and resource decisions. Lead strategic planning efforts for the CHCO Council, including development of annual and long-range plans, performance measures, workforce requirements, and analytical products that inform senior-level decision making. Direct engagement with CHCOC members, Federal officials, and key stakeholders; oversee working groups and major initiatives, identify risks and opportunities, and coordinate solutions that advance government-wide human capital priorities. Oversee preparation of high-visibility written products such as the annual CHCOC report to Congress, GAO responses, speeches, talking points, and weekly bulletins; ensure quality, consistency, and accessibility (including 508 compliance) for all CHCOC communications and web content. Plan and lead CHCO Council meetings and the annual offsite, including agenda development, speaker coordination, briefing materials, and logistical contracting; represent the Executive Director at senior leadership meetings and serve as CHCOC leader in their absence.

Requirements

Qualifications

Applicants must have at least one year of specialized experience at the GS-14 level (or equivalent) that included all of the following: Managing a program or organization focused on human capital or related management policy at the agency, interagency, or enterprise level. Providing authoritative advice to senior executives on complex HR/human capital policies, initiatives, or legislation, and recommending strategies or resource decisions. Directing strategic planning, performance measurement, or long-range program planning, including analysis of data to inform senior-level decisions. Representing an organization in high-level meetings or working groups with senior officials and external stakeholders. Leading the preparation of high-visibility written products such as an annual report to Congress or responses to GAO or other oversight bodies. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
