Position Summary The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. NYCPS anticipates a need to increase recruitment and training for new teachers, in order to meet the hiring demands presented by the new class size mandates and to ensure teacher quality as the number of teachers hired into the system grows. Increasing the number of eligible teacher candidates is a critical part of the path for NYCPS to remain compliant with the class size mandate. The Office accomplishes its work through a strategic, data-driven approach. Among TRQ’s responsibilities are to:
Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, equitable and diverse pool of candidates.
Design and manage recruitment and preparation programs, and pipelines for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.
Select a diverse and high-quality pool of candidates to become teachers through rigorous, research-driven screening processes.
Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
Provide inclusive best practices and support to schools to help them make optimal local hiring decisions.
Lead pipeline and pathways to teacher certification for diverse candidates within our communities to promote an equitable distribution of teachers across all schools.
Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year.
The Senior Program Manager leads progress monitoring of Strategic Partnerships initiatives and programming. Supports Senior Director and Deputy Senior Director with team project management and maintains dashboard of progress to goals. Works closely with teammates on project execution and ensures timelines are met across projects and implementation of targeted staffing strategies that ensure NYCPS are equipped to serve all students. This role collaborates with teams across TRQ to advise on growth and development of initiatives that address certification shortages in critical areas such as Special Education, Bilingual Education, CTE, Math & Science. The Senior Program Manager for Responsive Staffing Initiatives will develop and launch new programs aligned to Chancellor priorities by utilizing data to ensure these strategies support teacher staffing in the districts that would most benefit from these supports. TRQ cross team Partners including the Strategic Data and Systems, Recruitment and Pathways, and Teacher Preparation teams, NYCPS principals, Field Teams, and staff within the Division of Human Resources.
Responsibilities
Monitors progress on all projects and initiatives run by the Strategic Partnerships Team and reports up to senior leadership on progress to goals.
Designs, implements, and monitors a structured documentation process and informative team-wide feedback loop. Including maintaining a dashboard for all projects.
Supports team leadership in meetings with stakeholders to ensure fidelity of planning and execution.
Works closely with Strategic Partnerships sub-teams and project leads to ensure all projects remain on track to meet goals in support of Chancellor’s priorities.
Collaborates closely with teams across TRQ to ensure that the expansion and direction of teacher pathway programming is aligned to support NYCPS staffing needs and Chancellor priorities.
Operationalizes strategies to support effective school staffing in high-need certifications for the first day of school and upholds compliance with class size mandates.
Collaborates with teams across TRQ to establish and utilize metric-based prioritization to ensure that new initiatives are implemented in the districts that will benefit most.
Fosters strong relationships and deliver exceptional service to district and field partners by supporting the implementation of strategies to meet systemwide and district specific staffing needs.
Develops and launches new programs aligned to Chancellor priorities by utilizing data to ensure these strategies support teacher staffing in the districts that would most benefit from these supports.
Assists in developing and delivering system-wide communications to principals and field staff, ensuring clear and effective messaging on staffing, class size and our Human Resources initiatives
Works with team members on new and existing initiatives to meet and exceed NYCPS’ hiring goals. Existing initiatives are outlined on HIRE Connections (bit.ly/HIREConnections).
Ensures an excellent record of customer service for all key stakeholders by responding to requests in a timely, accurate, and comprehensive manner.
Supports a Field Team as their TRQ point for staffing policy and support for escalated staffing needs.
Qualification Requirements Minimum
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.
Preferred
Superior written and spoken communication skills.
Deep understanding of the education sector and general knowledge of both national and New York State policies impacting teacher career pathways.
Familiarity with the New York State certification regulations and requirements.
Familiarity with the NYCPS system and its organization.
Deep understanding of teacher recruitment, retention and quality policy issues, with a strong preference for individuals who have worked in K‑12 education systems.
Experienced in day‑to‑day relationship management with key stakeholders on a significant project or in a large organization.
Experience designing and implementing effective continuous improvement processes.
Strong preference for candidates with successful experience in human resources, recruitment and training, and development.
Strong project management skills
Ability to successfully work independently as well as in a team environment.
Ability to understand and communicate information and data to a variety of audiences.
Strong organizational, analytical, and problem‑solving skills.
Ability to manage up, across, and down.
Superior relationship and management skills with the ability to influence and motivate others.

Salary : $95,900 - $105,490
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
