Director, External Partnerships & Engagement Team, TRQ - 26075 Position Summary:

The Office of Teacher Recruitment and Quality (TRQ) is responsible for recruiting high‑quality teachers to meet the staffing needs of New York City Public Schools (NYCPS) and programs, and for promoting the equitable distribution of teachers across all schools. Research shows teacher quality is the single most important variable in raising student learning. The Office accomplishes its work through a strategic, data‑driven approach. Among TRQ’s responsibilities are to:

Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, recruiting a large, high‑quality, and diverse candidate pool.

Design and manage recruitment initiatives, programs, and pathways for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.

Select a high‑quality pool of candidates through rigorous, research‑driven screening processes.

Provide strategic assistance to schools to help them make optimal local hiring decisions.

Lead teacher portfolio initiatives, including incentives, to promote an equitable distribution of teachers across all schools, especially ensuring students with the greatest need are served by highly effective educators.

The External Partnerships & Engagement Team within TRQ develops and maintains strategic, mutually beneficial relationships with external organizations to support teacher recruitment and retention for NYCPS. This involves working closely with university‑based teacher preparation programs and key external stakeholders (UFT, NYSED) to ensure robust, cohesive, and strategic partnerships grounded in shared goals and collaborative projects that directly impact student outcomes.

The team seeks a Director to lead the partnership strategy with a focus on university partners, overseeing all data, systems, communications, and evaluation of success. The Director will design sustainable partnership frameworks, manage a team of two full‑time staff, and lead cross‑team collaboration and decision‑making around resources, policies, and strategies.

Community Coordinator and Consultants

Key Relationships:

Staff within the Division of Human Resources and across NYCPS divisions/offices; deans, program coordinators, faculty, and field supervisors from local colleges and universities; other external agencies.

Key Responsibilities

Build and maintain relationships with external partners to enhance TRQ priorities across the recruitment‑to‑retention continuum.

Lead strategy on university partnerships to increase new hires for NYCPS and improve teacher preparation quality.

Develop and implement a robust framework for monitoring partnership progress and evaluating outcomes against established goals.

Collect and analyze data to assess partnership effectiveness and inform decision‑making.

Own data and systems strategy, ensuring the collection, analysis, and use of data to monitor progress, inform decisions, and drive continuous improvement. Serve as team lead on the development of a live Data Dashboard.

Promote a culture of continuous learning and improvement, using data to refine strategies and enhance partnership impact.

Design and implement clear communications, shared accountability, and established roles and responsibilities within each external partnership.

Develop project timelines, budgets, and success metrics for all external engagement initiatives. Create and track progress via project management tools.

Manage cross‑functional projects in collaboration with colleagues and on behalf of TRQ.

Design and deliver presentations for university audiences to communicate NYCPS priorities in teacher preparation, evaluation, new teacher readiness, and instructional priorities.

Manage two full‑time team members and part‑time consultants.

Support the Deputy Senior Director and Senior Director in managing key initiatives and strategic planning efforts.

Track progress toward team and organizational goals, identifying risks and developing mitigation strategies with the leadership team.

Partner with team leads to ensure workstreams align with TRQ’s priorities.

Qualification Requirements Minimum

A master’s degree in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree and two years of satisfactory full‑time professional experience in budgeting, financial administration, research, program evaluation, personnel or public administration, recruitment, employee benefits, staff development, or related areas, with at least 18 months of executive, managerial, administrative, consultative, or supervisory experience.

A baccalaureate degree and four years of satisfactory full‑time professional experience, including 18 months of executive, managerial, administrative, consultative, or supervisory experience in the areas listed above.

Education and/or experience equivalent to the above, with graduate education as an alternative for professional experience, but not substituting for 18 months of managerial experience.

Preferred

Eight or more years of experience in the relevant fields.

Strong relationship‑building skills, capable of building investment with no formal supervisory authority.

Exemplary problem‑solving and mediation skills for complex relationships.

Attention to detail and strong organizational skills.

Exemplary verbal and written communication skills.

Project management experience, including goal setting, tracking, planning, and implementation.

Prior experience with NYCPS and knowledge of its teacher recruitment and staffing processes.

Ability to navigate complex stakeholder environments (universities, unions, state agencies).

Data‑driven approach to measuring partnership impact on recruitment/retention metrics.

Understanding of teacher certification processes, NYSED requirements, teacher shortage challenges, and innovative recruitment strategies.

Salary:

$110,969 - $122,066
