Base pay range $60,000.00/yr - $75,000.00/yr
OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities And Duties We are seeking Acquisition Professionals with a minimum of 2-3 years of professional work experience as a Contract Specialist or in Contracting and Procurement, preferably supporting an acquisition office in the Contract and Procurement Series (1102). This background may be established as a federal government employee, a contractor supporting a Federal or commercial acquisition office, or a combination of both.
The ideal candidate has experience in closing various contract types, including Firm-Fixed Price, Cost-Reimbursement, Time and Material, Labor Hour, and hybrid contracts. Additionally, they have a strong working knowledge of the Federal Acquisition Regulations (FAR) and the proven ability to interpret Department of Homeland Security (DHS) Acquisition Regulations, DHS manuals and guides, and CBP policies.
Although remote work is authorized, candidates should anticipate being onsite in Washington, D.C. at least two days a week.
Key Responsibilities & Duties
Collaborate with CBP personnel, Program Offices, Auditors, and Contractor POCs to facilitate closeouts
Locate and assist in identifying CBP contracts eligible for closeout
Ensure physical contract completion by securing all required written documents and concurrences in the contract file
Interpret financial reports, including SAP data, invoices, disbursements, and Undelivered Orders (UDOs)
Receive and process requests to de-obligate excess funding
Draft closeout documents such as Business Clearance Memorandums (BCMs), SF30 modifications, and FPDS-NG records
Update databases, spreadsheets, and systems to reflect accurate closeout actions
Qualifications
Minimum of two (2) years of federal contract closeout experience
Bachelors' Degree is preferred
Current or previous DHS Suitability is preferred
Current or previous work with DHS US Customs and Border Protection (CBP) is preferred
Must have experience with preparation of expired contracts for archiving or destruction
Must have experience with closing FFP contract types. Experience with other contract types like T&M, LH, and cost is preferred
Experience with DHS Electronic Contract Filing System (ECFS) is preferred
Must be able to obtain or retain a Public Trust clearance
The investigation will involve a credit, fingerprint, and law enforcement agency check
Must be a US Citizen
