Utility Engineering Analyst 1/2/3 Flex (PCN 086095)
The Regulatory Commission of Alaska (RCA) is recruiting flexibly-staffed Utility Engineering Analyst positions – Levels 1, 2, and 3 – in Anchorage. Alaska residents only.
Responsibilities
UEA 1: Evaluate routine public utility applications; produce written analysis and recommendations for the Commission.
UEA 2: Independently evaluate moderately complex certification applications, quality‑of‑service issues and tariff filings for a broad range of electric, natural gas, oil & gas pipeline, refuse, and water/wastewater utilities; present comprehensive written analysis and recommendations.
UEA 3: Analyze complex utility and regulatory proceedings for electric, natural gas distribution and storage, oil & gas pipeline, refuse, and water/wastewater utilities; present comprehensive written analysis and recommendations.
Working Conditions Located in downtown Anchorage; hybrid telecommuting available.

Utility Engineering Analyst 1 Minimum Qualifications (Range: 18)
Analytical Thinking/Problem Solving: logical, systematic, sequential approach.
Engineering and Technology: knowledge of engineering concepts, principles and practices.
Reasoning: identifies rules, principles, or relationships that explain facts, data or other information; analyzes information and draws accurate conclusions.
Oral and Written Communication: effective communication of information to individuals or groups.
Utility Engineering Analyst 2 Minimum Qualifications (Range: 20)
Analytical Thinking/Problem Solving
Compliance: procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Decision Making: sound, well‑informed, objective decisions; perceives impact and implications of decisions; commits to action even in uncertain situations.

Financial Analysis: principles, methods, and techniques of financial analysis, forecasting, and modeling.

Utility Engineering Analyst 3 Minimum Qualifications (Range: 22)
Compliance: procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
