Duties & Responsibilities Under direction of the Chief Quality Officer, directs, coordinates and evaluates the activities, projects and programs of the Office of Healthcare Standards in order to attain the goals and objectives ascribed to by the Corporation.

Develops and promulgates policies, procedural guidelines, evaluative and monitoring techniques designed to insure the attainment of objectives and goals established by the Office of Health Care Standards.

Directs the design, development and implementation of health care standards, programs and projects and provides health care facilities with requisite advisory, consultative technical, professional services in the assigned areas of responsibilities.

Reviews, evaluates, coordinates and monitors aspects of medical care services and programs in connection with Medical Board guidelines, by-laws, medical and Professional Standards Review Organization and audit programs to determine impact on quality of medical services being delivered.

Develop standards for professional staffing in the areas of medicine, dentistry, nursing and in the clinical and ancillary departments of laboratories, x-ray, Pharmacy and Respiratory services and other healthcare related fields.

Effects necessary changes in program design, standards and monitoring techniques for purposes of improving medical resources and related medical programs in delivery of health care services.

Provides advisory and consultative services to Executive Directors in promulgation of performance standards, evaluation studies and performance audits in attaining objectives and goals of utilization review/quality assurance programs.

Provides advisory and consultative services to the Corporate units whose operations impact on utilization review/quality assurance programs to promote consistent and equitable program standards and compatibility and conformity to Federal and State mandatory requirements.

Establishes and maintains a computerized network system to monitor and evaluate the quality of medical services delivered, the allocation of medical resources provided by physicians in the health care facilities as part of an overall programmatic approach to determine whether medical objectives and goals are being attained.

Conducts and participates in meetings, conferences, seminars with medical groups such as State Medical societies, nursing associations, PSRO organizations and hospital medical authorities related to special medical programs, practices and standards.

Minimum Qualifications

Graduation from an approved School of Medicine and completion of an approved residency and Board eligible; and,

N.Y. State license; and,

Five years of full-time paid experience in a responsible medical and clinical administrative and/or managerial capacity; or,

A Master’s Degree from an accredited college or university in Hospital Administration, Health Care Planning, Public Health, Administrative Medicine, Business Administration, Public Administration or approved related program; and,

Eight years of progressively responsible experience in health and medical services administration, of which at least four years must have been in a managerial or administrative capacity.
